Questions Due Date: October 22, 2024 by 4:00 p.m. The Pittsburgh Water and Sewer Authority (PWSA) is requesting bids for the Municipal Separate Storm Sewer System (MS4) Compliance Stream Bank Stabilization & Restoration Project, it consists of two similar projects at two different locations. One, Glass Run Stream Restoration, is on public land in the Hays neighborhood along Glass Run Road. And the second, an Un-Named Tributary (UNT) to Chartiers Creek Stream Restoration, is on a private parcel in the Fairywood neighborhood. The Glass Run Stream Restoration Project will meet the MS4 Pollution Reduction Plan (PRP) requirements in accordance with our NPDES Permit No. PAI136133 in which the City of Pittsburgh is a co-permittee. The Glass Run project site is located along Glass Run Road on City of Pittsburgh property. This project aims to restore 350 linear feet of stream via ecologically engineered systems that best emulate natural stream channel structures and provide lasting stability. Stabilization matting will be placed along the bottom of the stream channel and Log Sills and Toe Wood structures will be installed using rock and tree materials repurposed from the site. There will be tree removal, site grading, and cut and fill slopes associated with this project. An existing 18 VCP sanitary sewer located within the project area will be encased in concrete for 173 linear feet where it crosses the proposed stream channel. The proposed stream restoration will reestablish appropriate dimension, pattern, and profile of Glass Run stream within the project reach and reconnect the system to the floodplain thereby reducing the sediment flowing into the downstream waterways by 40,250 lbs per year. The UNT Chartiers Stream Restoration Project will meet the MS4 Pollution Reduction Plan (PRP) requirements in accordance with our NPDES Permit No. PAI136133 in which the City of Pittsburgh is a co-permittee. The UNT Chartiers project site is located off Broadhead Fording Road on private property operated by Giant Eagle Corporation. An easement has already been secured with the owner for construction and long-term O&M. This project aims to restore 450 linear feet of the stream utilizing ecologically engineered systems that best emulate natural stream channel structures and provide lasting stability. Stabilization matting will be placed along the bottom of the stream channel. Log Sills and Toe Wood structures will be installed using rock and tree materials repurposed from the site. Rock Cross Vane structures will be installed to mitigate stream flow rates across elevation changes, creating ripple pools along the channel. There will be tree removal and site grading associated with this project. The proposed stream restoration will reestablish appropriate dimension, pattern, and profile of the UNT Chartiers Creek within the project reach and reconnect the system to the floodplain thereby reducing the sediment flowing into the downstream waterways by 51,750 lbs per year.
