Site work and paving for a mixed-use development in Arlington Heights, Illinois. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The Village of Arlington Heights (Village) invites engineering consulting firms who have experience with Federally funded street resurfacing projects to submit a Statement of Interest/Qualifications for Engineering Services for Phase II survey, design and preparation of construction plans, specifications, and contract documents; Phase III permitting, bidding, and construction engineering of the "Windsor Drive Road Diet and Resurfacing" project. The selection of the consultant will follow the Village's Qualifications Based Selection (QBS) Policy, which can be viewed here. BACKGROUND The Village of Arlington Heights, Illinois is located in the northwest suburban area of Chicago. The 2020 census reflected a population of 77,676 residents, occupying a land area of approximately 16 square miles. The Village is a "home-rule" community as provided under the State of Illinois Constitution. Arlington Heights consists primarily of single-family residents; however, the Village is fortunate to also have a strong complement of business and industrial development. PROJECT SCOPE The project consists of the resurfacing of Windsor Dr from Dryden Ave/Jane Ave to south of Hintz Rd, a distance of approximately 58,00 ft, or 1.1 miles. Windsor Drive currently consists of a twolane urban cross section from Dryden Ave/Jane Ave to Lillian Ln and then opens to a four-lane urban cross section from Lillian Ln to Hintz Rd, with dedicated turn lanes at the Palatine Rd Intersection. Between Palatine Road and Crabtree Drive, a Road Diet is proposed to modify the 4- lane cross section to provide one lane in each direction, a center landscaped median/left turn lane, and on-street buffered bike lanes. The sidewalks north of Palatine Road will be widened to 8 feet wide to provide a consistent width within the corridor. A pedestrian mid-block crossing will be improved at the north leg of the Windsor Drive/Crabtree Drive intersection. The Crabtree Drive crossing will include a pedestrian refuge island in the median as well as rectangular rapid flashing beacons. The project will also provide a new crosswalk with high visibility pavement markings at the west leg of the Windsor Drive and Palatine Road intersection as well as improve the pedestrian pushbuttons and signal heads on all corners. Green pavement markings will be used in high vehicle-bicycle conflict areas to improve bicycle awareness and safety. The Windsor Drive/Valley Lane traffic signal will be modernized to include left turn phasing along Windsor Drive and countdown pedestrian signal heads. All existing ADA ramps will be replaced to meet current ADA standards, and all other ancillary work substantive to a road diet and resurfacing project and as required due to project specific conditions. No ROW acquisition is anticipated for this project. A Phase I Project Development Report (PDR) was prepared by Civiltech Engineering, Inc. and can be viewed here. The selected consultant will be asked to review the PDR to confirm the project scope with Village staff, develop Phase 2 design plans to achieve the objectives, obtain necessary permits, and bid the project. Phase 3 engineering services will be negotiated separately at a future date. Additional design considerations were identified at the Public Information Meeting that were not included in the Phase I Design Study and should be included in Phase II: 1. Evaluate the extension of the road diet up to Suffield Dr and include rectangular rapid flashing beacons at the Suffield Dr crossing. 2. Evaluate keeping the road diet termination point at Crabtree Dr as originally designed, but add rectangular rapid flashing beacons at the Suffield Dr crossing. 3. Residents expressed difficulty exiting the Arlington Vista Subdivision at Rosehill Dr due to cars heading southbound on Windsor Dr blocking the southbound lanes. Therefore, Phase II should also include supplemental study of this intersection and the consultant should be prepared to present options for improve access for vehicular traffic entering and exiting Rosehill Dr in the final design. The target letting date is January 2027. Illinois Technical Enhancement Program (ITEP) and Federal Surface Transportation Program (STP) funding has been programmed through the Northwest Council of Mayors in CMAP's STP-Local Program FFY 2024 under TIP ID #03-22-0034 * The Final Project Development Report updated the Engineer's Preliminary Cost Estimate using 2024 pricing and is now estimated at $4,002,400. MINIMUM SCOPE OF SERVICES o The Consultant shall perform all work required by the contract under the direction of a Professional Engineer registered in the State of Illinois. o The work shall be performed in strict accordance with the policies and procedures of the Village of Arlington Heights (Village) and the Illinois Department of Transportation (IDOT) o The selected Consultant will be required to assist in the coordination of the project on behalf of the Village, and all other project stakeholders. o The selected Consultant must attend, with Village staff, all appropriate meetings with other agencies involved to ensure appropriate project coordination. o Attend and document agency coordination meetings based on the number of meetings recommended by the Consultant. o Utility Coordination o Provide survey information for Phase II and provide any supplemental survey deemed necessary by the Consultant. o Preparation of Phase II Preliminary and Final contract plans in accordance with the PDR to include Plans, Specifications and Estimates (PS&E), Pavement Design and Geometrics, Drainage Design, Maintenance of Traffic, Erosion Control, Landscape Enhancements, and Estimates of Construction Cost and Time. o Prepare a project summary for one Village Board meeting and one neighborhood informational meeting. Conduct a formal presentation of the findings and recommendations and design along with the construction costs and implementation schedule. Visuals may be needed for possible group discussion. o Prepare, submit and obtain approval for all required permits. o Provide Phase III construction engineering services. o Attend IDOT Preconstruction meeting. o Quality Control/Quality Assurance and Constructability Reviews SUBMITTAL REQUIREMENTS All submittals shall contain concise written material and may contain illustrations. Legibility, clarity and completeness are essential: o A statement of project understanding describing the scope of the project and items that may require special attention or detail. o The names and resumes of the proposed key personnel assigned to each project phase. o A list of a minimum of three Phase II federally funded local agency engineering projects on which the proposed Project Manager has successfully managed. The local agency contact should be listed o A list of a minimum of three Phase III federally funded local agency engineering projects on which the proposed Resident Engineer has successfully managed. The local agency contact should be listed. o A schedule demonstrating how the work is planned to be implemented. o A fee-based proposal is NOT requested at this time. Any proposals that include any information or reference to fees will be disqualified from review and consideration. o A list of sub-consultants, if any, who may be utilized on any of these projects. o Provide a conflict-of-interest disclosure statement using the IDOT BDE DISC 2 Template o Provide a suspension and disbarment disclosure statement. o The proposal must be no more than 12 pages, excluding sample project sheets, photos and resumes. Marketing brochures are not allowed. INSURANCE PROVISIONS The selected consultant shall incorporate the Village's insurance requirements into the negotiated proposal for services. The submittals will be reviewed, evaluated, and scored, using the criteria and weights defined above. The selected consultant will be notified and a final scope and hours will be negotiated.
