Proposals from qualified providers for provision of emergency warming shelter services for one location serving the Nevada City and Grass Valley area. $75,000 is available for services provided to this area; additional funding may be provided if it becomes available. The severe weather shelter will open on days the vendor has designated as meeting severe weather needs and there is facility availability. The shelter will operate between the hours of 4pm and 7am during severe weather events. The Shelter will provide clean, safe shelter for up to 35 individuals per night. Proposals will be accepted from providers with service provision plans for this geographical location only. Question Deadline 10/17/2024 at 5:00 PM PT Background: As of the 2024 Point-in-Time Count, Nevada County's homeless population numbered 516 with 258 counted as unsheltered. As a Priority Board Objective, Nevada County strives to provide adequate sheltering and services to homeless individuals in the community. Historically, the County has partnered with the Office of Emergency Services and local jurisdictions to assess weather conditions that warrant overnight shelter openings. Additionally, we have contracted directly with local service providers to facilitate these shelters at the County's request. Scope of work Contractor will serve the homeless population of Nevada City and Grass Valley in one location during severe weather events beginning on November 12, 2024, and continuing through June 30, 2025. The shelter will serve up to 35 people per night. Provide all necessary supplies, including cots or sleeping mats, clean and dry bedding, cleaning supplies, and dinner to guests. Provide assurance that insurance, inspection, and zoning requirements can be met forthe proposed shelter location. The facility must be ADA accessible and provide for ADA accessible restroom facilities. Contractor will develop and maintain a Manual of Policies and Procedures for shelter operations to be approved by the County and train all staff and volunteers on the operations plan and all policies and procedures. Shelter stayers will be assigned accommodations on a first-come, first-served model until capacity is reached. Households with children will be provided with other appropriate accommodations and will not be permitted to stay at the congregate shelter. Contractor will work with service providers to secure hotel rooms as available. Contractor shall maintain an adequate level of staffing and volunteer support for safe operation of the shelter, including overnight security. At no time shall staffing be less than two (persons). Contractor shall assure that the designated staff, including subconsultants (if any), is used for this project. Departure or reassignment of, or substitution for, any member of the designated staff or sub-consultant(s) shall not be made without the prior written approval of the County. Conduct outreach to the neighborhoods surrounding the shelter location. Provide contact information for shelter organizers and follow up with the neighborhood related to impacts and any incidents tied to shelter operations. Work with the surrounding community to address impacts and concerns. This RFP includes a description of the minimum threshold application elements, proposal requirements, and instructions for submitting your proposal.
