Contractor agrees to provide to California Department of Transportation (Caltrans) routine and non-routine fuel pumps and tanks service, certification, inspection, and repairs as described herein: Contractor shall provide all labor, tools, vehicles, parts, equipment, travel, and incidentals and pay all costs, disposal fees, necessary to perform fuel tank, pumps and dispenser inspections, service, repair, and testing certification for 30 fuel tanks and 32 dispensers. Fuel Pumps 1) Contractor shall test and certify existing fuel pump nozzles annually to ensure they meet emissions standards set by the California Air Resources Board (CARB). This is particularly important for nozzles used in vapor recovery systems to control volatile organic compound (VOC) emissions. Fuel nozzles must meet safety standards to prevent fuel spills, fires, or other hazards. Testing shall include checking the durability of materials, proper functioning of automatic shut-off mechanisms, and compliance with fire safety codes. 2) Contractor shall remove, furnish, and install new fuel pump nozzles that become inoperative. Contractor shall replace the nozzle in kind or to the standard of California Air Resources Board (CARB). Replacement pump nozzles shall be approved by CARB. All nozzles replaced shall have prior approval by Caltrans Contract Manager. 3) Contractor shall furnish, at no extra cost to Caltrans, any calibration equipment needed to accurately calibrate the pumping equipment. 4) Contractor shall calibrate all fuel dispensers once during the life of this Agreement. Annual calibration may be accomplished as requested by Caltrans Contract Manager. 5) All debris and unwanted materials shall be legally disposed of at a dumpsite approved by Caltrans Contract Manager. No debris shall be left overnight. B. Contractor shall perform the necessary tests to comply with CARB requirements: 1) Annual Testing Unleaded Tanks: Above ground and underground tank "vapor recovery" compliance with Monterey Air Resource District (MBARD), San Luis Obispo Air Pollution Control District (SLOAPC), Santa Barbara Air Pollution Control District (APCD) Phase II. 2) Annual Testing Diesel and Unleaded Tanks: Detection monitoring system certification for Senate Bill (SB) 989California Air Resources Board (CARB). 3) Provide monthly designated operator inspections and documentation of the Underground Storage Tanks (UST) at San Luis Obispo Caltrans Yard. 4) Upon receipt of the Certification of Inspection, Contractor shall provide a copy of the certification to Caltrans Contract Manager. C. Contractor shall supply all equipment normally used in service station repair, including a properly equipped service truck. No move-in/move-out will be paid on equipment. No per diem will be paid. No additional compensation will be allowed for equipment. These costs are included in the unit price on the Attachment 1, Bid Proposal. D. Any specialist required will be paid the same rates as the Equipment Repair Technician for repair work, and no additional compensation will be allowed. Prior approval from Caltrans Contract Manager will be required before any specialist is employed. E. Caltrans recognizes Contractor's need to schedule work in the order in which it is received, however, undue delay in completing Caltrans work shall be cause for cancellation of this Agreement. F. Contractor shall be notified by Caltrans Contract Manager for the following types of work: 1) Repair Work 2) Scheduled Testing and Maintenance 3) Non-Routine Service and Repairs G. Contractor shall call Caltrans Contract Manager at each job site before making arrangements for the repair work (see Attachment 2, District 05 Fuel Stations and Equipment list) for all Maintenance Stations, contact persons, telephone numbers and Fueling Systems Equipment list. H. When Contractor is required by Caltrans Contract Manager to work Saturdays, Sundays, or designated State holidays, Contractor shall be paid at the rates on Attachment 1, Bid proposal. When Contractor's employees are required to work Saturdays, Sundays, or designated State legal holidays, Contractor shall pay its employees as specific by the applicable sections of Labor Codes 500-890. I. A finished project is subject to inspection and acceptance by Caltrans Contract Manager. Any work that needs correction will be at Contractor's sole expense. J. Upon completion and acceptance of work, Contractor shall provide a one (1) year warranty compatible to industry standards, material defects, and workmanship, including manufacturer's warranty.
