The Airport seeks a design team who will, under the leadership of a prime firm or joint venture, be responsible for the delivery and the design of the renovated terminal, new double loaded concourse, a centralized security screening checkpoint, a new federal inspection station, an all-new baggage system, and all relevant building systems that comprise a modern airport terminal. The St. Louis Airport Authority (STLAA) has approved a masterplan that identifies a need for a Consolidated Terminal Program (CTP). The preferred terminal alternative consolidates all airlines into an efficient single terminal with a linear concourse that can accommodate up to 62 narrow body equivalent gates. The Airport intends to retain the iconic domes of Terminal 1, which will become the centerpiece for a vastly improved customer experience. This RFQ is for selection of professional services to deliver design and construction phase support services for the New Concourse and Terminal Program. In 1956, Minoru Yamasaki's iconic arched terminal opened, becoming the forerunner of many modern airline terminals. Its modular reinforced concrete dome design provided for later expansion of a fourth dome. The terminal has been in service ever since its inauguration. Terminal 1 is constructed of concrete cast-in-place, reinforced concrete beams, and concrete columns featuring four domed roofs at the ticketing level. Each of the domed roofs are framed with four arched concrete ribs connected with a hinge at the four corner columns. The apron level is constructed with a concrete slab-on-grade while the concourse and ticketing levels have concrete floor slabs. The structure is founded on spread footings of varying sizes and varying depths. A utility tunnel exists beneath the terminal and goes the full length of concourses A, B and C. Concourse A is west of Terminal 1. It has terminal gates from A2 to A21. Concourse A is framed with steel beams and columns with lateral support provided by moment frames. The roof is supported by a steel truss system with a steel roof deck. The floor at the apron level is concrete slabs-on-grade and the concourse floor is a composite concrete and steel floor system. The structure is founded on spread footings of varying sizes and varying depths. This concourse will be demolished during this program. Concourse B is north of Terminal 1. The hold room is no longer used for aircraft operations, currently used for exhibitions, press conferences, and other events. Concourse B is constructed like Concourse A, framed with steel beams and columns with lateral support provided by moment frames. The roof is supported by a steel truss system with a steel roof deck. The floor at the apron level is concrete slabs-on-grade and the concourse floor is a composite concrete and steel floor system. The structure is founded on spread footings of varying sizes and varying depths. This concourse will be demolished during this program. The FAA Air Traffic Control Tower (ATCT) exists adjacent to Concourse B in the southwest corner and will remain. Concourse C is northeast of Terminal 1. This is a large concourse building with approximately 1,600 feet distance from one end to the other. Concourse C has two sections, the original concourse and the extension added in 1982. The C Extension (gates east of C24) was vacated in 2003, while the remainder of Concourse C remained operational. However, starting in 2016, the STLAA initiated a program to renovate hold rooms and install passenger boarding bridges. Since then, four gate rooms were brought back on-line. Concourse C is also constructed like Concourses A and B, framed with steel beams and columns with lateral support provided by moment frames and a steel truss system supporting the steel roof deck. The floor at the apron level is also concrete slab-on-grade and the concourse floor is a composite concrete and steel floor system. Like the other concourses, the structure spread footings vary in size and depth. This concourse will be utilized during the phasing of program and then demolished. Concourse D is southeast of Terminal 1. It continues east and connects with Concourse E. Columns originally built, but not used, to support the light rail system, penetrate through the roof of Concourse D to footings below the apron level. Concourse D was vacated in 2003. Gates D8 and D10 were reopened for commuter airlines around the year 2007, and all gates were reopened following the 2011 tornado and remained in use until 2012. Thereafter all D gates were vacated. However, the enclosed rooms closest to Terminal 1 have remained in use for office and storage. Like concourses A, B, and C, Concourse D is a steel framed structure with moment frames. The apron level differs from the other concourses in that various mechanical rooms are several feet below grade. There are shallow bearing foundation walls between the columns that support the exterior concrete masonry unit walls. This concourse will be utilized during the phasing of program and then demolished. At the completion of the CTP, all airlines servicing STL will be accommodated within the new concourse and terminal facility. The STLAA has contracted with an Executive Program Management (EPM) consultant and has also issued a solicitation for Program Management/Construction Management (PM/CM) services for the CTP. A separate solicitation will also be issued for Construction Manager at Risk (CMAR) Services for the CTP New Concourse and Terminal Renovations contract. The firm awarded the services through this solicitation will work with the EPM, PM/CM and CMAR firms, as well as design firms contracted to provide services for other elements of work, including but not limited to, the new parking garage and circulation roadway and terminal apron, through design and construction of this contract. For scheduling purposes, the Consultant selected to provide services should be in active design by Quarter 2 of 2025. The STLAA has filed an Environmental Assessment (EA) for the facilities included in this RFQ and anticipates a FAA environmental determination to be issued in early Q4, 2024, for the purpose of National Environmental Policy Act (NEPA) compliance. This project is subject to all applicable Federal Provisions, including, but not limited to: Civil Rights-General - 49 USC 47123 Civil Rights-Title VI Assurance - 49 USC 47123 and FAA Order 1400.11 Debarment and Suspension - 2 CFR part 180 (Subpart C), 2 CFR part 1200, and DOT Order 4200.5 Access to Records - 2 CFR 200.333, 2 CFR 200.336, and FAA Order 5100.38 Lobbying and Influencing Federal Employees - 31 U.S.C. 1352 - Byrd Anti-Lobbying Amendment; 2 CFR part 200, Appendix II (J); and 49 CFR part 20, Appendix A Disadvantage Business Enterprises Participation - 49 CFR part 26 Federal Trade Restriction Clause - 49 USC 50104 and 49 CFR part 30 MBE and WBE goals of 25.0% and 5% respectively have been established for this project. SCOPE OF SERVICES: The selected Consultant will provide all professional architectural and engineering design services and all permitting and construction phase support services for the Consolidated Terminal Project contract as outlined in this RFQ. All design and engineering work shall comply with applicable Federal, State and Local codes, ordinances and guidelines, applicable Federal Aviation Administration requirements, Transportation Security Administration (TSA) requirements, and STLAA standards, design criteria, rules and regulations, and Authorities Having Jurisdiction (AHJ). General Scope Design New Concourse and Terminal Program and ancillary facilities to meet current and future needs of the Airport. Professional services are inclusive of design for utilities, demolition, construction and bid package phasing coordination with CMAR, and/or relocation of any existing facilities necessary to advance the construction and use of new and renovated facilities. Demolition includes, but is not limited to, Concourses A, B, C and D, building maintenance facility, and climate control west building (new building maintenance and Consolidated Utility Plant (CUP) provided through separate contract) in a sequence to support overall CTP phasing. The design includes elements of work indicated below: New Concourse and Terminal Renovations The New Concourse and Terminal Renovations may include, but are not limited to, the following elements (all of which are to be assessed and validated for the actual needs of the Airport): - New double loaded concourse with up to 62 gates - Renovation of historic Terminal 1 to be incorporated into new terminal design - Concourse hold rooms - Restrooms - Passenger Boarding Bridges (PBB) (new and relocated) - Airline support office space - Security Screening Checkpoint (SSCP) - Checked Baggage Inspection Station (CBIS) - Federal Inspection Station (FIS) - Airport Operations Center - Airline club(s), United Service Organizations (USO), and Passenger sanctuaries - Mechanical, electrical, data, communication, security, and plumbing infrastructure to support a functioning facility, including support rooms - Vertical transportation - Automated people mover - Fire protection - Wayfinding - MUFIDS - Passenger check in kiosk infrastructure - Baggage check infrastructure - Airline ticket office/counters - Concession infrastructure - Baggage Handling System (BHS) - Baggage claim devices - Maintenance storage rooms - Passenger Facilities (Pet Relief, Lactation) - STLAA office space - Police Department office space with associated security facilities - Landscaping - All public and private utilities, communications, and security infrastructure to operate the facility - Art and culture program - Airline Service Building - Layout and coordination of tenant spaces, including food and beverage, retail, etc. Tenant spaces will be provided access to: o Potable water o Wastewater o Natural gas o Electric o HVAC o IT Architecture, Engineering and Planning services to be performed for this contract include, but are not limited to, the following: A) Design Service Scope 1) Design Consultant's Services shall include basic services for all disciplines required to complete programming, estimating, planning and design of all required project elements and construction phase support services. Services will include design for demolition and/or relocation of any existing facilities necessary to advance the construction, and use of new and renovated facilities. Services will also include phasing coordination with other program elements, including aircraft parking apron, terminal roadways, parking garage, and utilities external to concourse and terminal (design of these facilities through separate contract). This phasing coordination includes, but is not limited to, Concourses A, B, C and D, airline service building, west triturator, building maintenance facility, climate control west building (new CUP provided through separate contract), and fuel center buildings in a sequence to support overall CTP phasing. Basic services should include, but are not limited to, the following: i. Program verification, planning and concept designs ii. Preparing necessary reports and recommendations, including programming and development of project definition document. Work with the STLAA to update design standards as necessary. iii. Create a BIM model of existing terminal facilities. iv. Passenger flow simulation v. Concessions planning and programming including revenue projections vi. Preparing detailed plans and specifications vii. All Architectural programming and design services, including Title VI, ADA, code compliance, and sustainability programming including LEED Certification o The Sustainability program shall include sustainability charrettes and related analysis and recommendations to determine goals and opportunities for the New Concourse and Terminal Program. o Sustainability tracking and record keeping are maintained by others and supported by the Consultant viii. Interior Design ix. Civil Engineering Design o Grading and related utility design (including coordination with Spire and the Airport's transportation gas provider for natural gas, and Ameren, MSD, STL Fuel, and any other providers as appropriate). o Storm water management analysis and design o Building foundation and site retaining wall design including geotechnical engineering coordination o Site security (fencing and gating) and related controls, both during construction and program completion o Tenant apron area design to accommodate ground service equipment, storage, dumpsters, vertical transportation and security o Phased construction planning and coordination as appropriate o Soil analysis for contaminants including mitigation plan. x. Structural Engineering Design xi. Mechanical Engineering Design xii. Electrical Engineering Design xiii. Plumbing Engineering Design xiv. Fire Protection Systems Design xv. Building Automation and Controls System xvi. Lighting Design xvii. Utility Design (including coordination with Spire for natural gas, Ameren for Electricity, and other providers as necessary) xviii. Technology and Communications Design, with designated IT hub rooms xix. Security Systems xx. Cost Estimating xxi. BIM/GIS Design xxii. Develop renderings and physical model. xxiii. SMS (Safety Management System) as relates to terminal design xxiv. Visual Communication including Signage Design xxv. Landscape Design xxvi. Commissioning Coordination (Commissioning will be performed by the STLAA or their representative) 1) The Consultant will include best practices from industry for all elements of work inclusive of technology, TSA, and CBP. 2) The Consultant will advance the design in phases with deliverables at each phase. These phases shall consist of Programming including Program Definition Document (PDD), Schematic Design (SD/30%), Design Development (DD/60%), Construction Document (CD/90%) and Issue for Bid (IFB). 3) The Consultant will present design options and opinions of probable construction costs for the elements of work to the Airport for approval before proceeding between phases. 4) The Consultant will advance the selected option to a design such that all costs and phasing considerations are documented for each deliverable. 5) The STLAA will require a 100% construction design for the New Concourse and Terminal Program, and ancillary facilities, including an opinion of probable construction costs, working construction phasing plan, impact to Operations and potential environmental concerns. All elements of services shall be coordinated with the City, EPM, PM/CM and CMAR. Design will be in alignment with the Third Amendment to the Airline Use Agreement and implemented in accordance with the Governance model provided therein. B) Construction Phase This phase includes all basic services rendered after award of a construction contract including, but not limited to, the following activities: i. Providing consultation and advice to the STLAA and its representatives during all phases of construction ii. Participating in pre-construction conferences iii. Inspecting and testing work in progress periodically and providing appropriate reports to the STLAA and its representatives iv. Reviewing and approving shop drawings, product submittals, Requests for Information (RFIs), etc. submitted by the CMAR for compliance with the contract documents v. Reviewing, analyzing, and approving laboratory and mill test reports of material and equipment vi. Reviewing change orders in consultation with PM/CM vii. Observing or reviewing performance tests required by the specifications in consultation with PM/CM viii. Reviewing Contractor's invoices and assisting the STLAA and its representatives in the preparation of payment requests for amounts reimbursable from project grants ix. Making final inspection and supporting preparation of all project closeout documents for the STLAA and its representatives x. Preparation of as-built / as-constructed drawings using BIM and providing BIM drawings and electronic files xi. Providing testing and evaluation services which may be required xii. Providing construction administration, management and inspection services if requested C) Additional Services included in the Scope of Work In addition to the services listed above, the specific services listed below are additional areas of work required of the Consultant: 1) Attending meetings as needed to coordinate activities and present information to the STLAA, EPM, PM/CM and CMAR as required. 2) Coordinate all Access Control and CCTV affected and tied-in to the existing STLAA systems and controls. 3) Provide Quality Assurance and Quality Control to ensure compliance with Federal, State, Local, and AHJ requirements. 4) Strategize with the STLAA to maximize Airport Improvement Program (AIP) eligibility of all proposed improvements and assist STLAA in identification and application for other federal, state and local grant opportunities. 5) The Consultant shall provide move management support services to coordinate the move of impacted tenants to any new or temporary facility to support advancing the new concourse and renovated terminal or ancillary facilities. 6) Comply with requirements of the STLAA's Memorandum of Agreement (MOA) with the Missouri State Historic Preservation Office related to the National Historic Preservation Act of 1966, as amended, and implement controls established by the MOA. 7) The Consultant will prepare demolition bid documents for facilities intended for demolition. Consultant shall include any needed environmental consulting for utility tie-ins and construction of the new sites. The Consultant shall investigate the project footprint, structures, and all improvements for environmental concerns and include their findings in the bid documents. 8) Consultant shall coordinate the site survey and soil analysis information with the PM/CM and geotechnical consultant. 9) Consultant will be responsible for issuing early equipment package(s) for long lead items and/or potentially early package(s) for site-work through coordination with the PM/CM and CMAR. 10) Consultant will also issue separate bid packages for specific elements of work identified by EPM, PM/CM and CMAR to advance those elements of work and achieve participation goals in a coordinated and timely manner. 11) Consultant shall engage with St. Louis County, and/or any Authority Having Jurisdiction, as required to expedite AHJ reviews and permitting. 12) Consultant shall design New Concourse and Terminal Program and all other facilities in full compliance with all environmental regulatory requirements, including but not limited to, NPDES and the Missouri Department of Natural Resources Air Pollution Control Program. Consultants shall demonstrate their familiarity with the Missouri Code of State Regulations, Title 10, Division 10, Chapter 6, and successful compliance with equivalent air pollution control programs. 13) Consultant will also provide other necessary Architecture, Planning and Engineering support as determined by the STLAA, including incorporation of work provided into the Airport Asset Management System. General Terms and Conditions 1. The consultant will assemble a design team including a Team Leader who has demonstrated experience in planning, design, and construction of similar facilities. 2. The project shall be designed in accordance with STLAA security policy and procedures, Airport Technical Design Standards, and the standards of the industry for airport terminals and concourses. D) Future Projects 1) In addition to the above project, the Consultant must interface with other projects of the Consolidated Terminal Program and Capital Improvement Program. Any additional Scope of Services will require the approval of the President of the Board of Public Service. REQUIRED QUALIFICATIONS: Consultants interested in submitting a Statement of Qualifications for consideration and evaluation for providing the services identified in this RFQ shall submit Part II of GSA Standard Form 330 (SF330) with their SOQ or have a current SF330 Part II on file with the City of St. Louis, President's Office, Board of Public Service. (The SF330 Part II is not included in the total SOQ page count limit). SUBMITTAL OF STATEMENT OF QUALIFICATIONS: This Request for Qualification and other related information is available from the On-Line. Note: The City does not permit exclusivity agreements with sub-consultants. Each prospective respondent shall register to download the RFQ from the BPS Online. Interested firms shall submit Statements of Qualifications for the type of work outlined above. SOQs and backup documentation/forms must be submitted to the City of St. Louis through the online portal located. Paper submissions will not be accepted. SOQs shall be limited to fifteen (15) single-sided 8-1/2" x 11" pages with a minimum font size of 10 point (the 15 pages do not include the DBE Utilization form, the Unauthorized Alien Employee Affidavit, or the Signature Sheet of Memorandum of Understanding with Homeland Security for E-Verify). No other material will be accepted - this includes a cover sheet or cover letter, copy of certifications, registrations, etc. If additional information is included in the Statement of Qualifications, it will be removed from the SOQ before distributing to the Selection Committee members. A Consultant may submit qualifications either as the Prime or as part of a Team as a Subconsultant, not both. QUALIFICATION EVALUATION CRITERIA: Statements of Qualifications shall include contact person name, firm name, address, phone number, and e-mail address. NOTE: Team composition shall remain the same unless change is submitted and approved by the President, Board of Public Service. The Selection Committee will evaluate each Statement of Qualifications using the following criteria. Submittal shall be in the same sequential format as follows: 1. Provide examples of five comparable projects that show the experience, qualifications, and technical competence of the PRIME CONSULTANT completed within the last ten years for which your company was the Engineer/Architect of Record for an airport terminal and concourse facility. These projects should be complete or near completion. Include records of meeting the project schedule, project budget, and the M/W/DBE goals for these projects. Provide start and completion dates and references with names, phone numbers, and e-mail addresses of the owner's representative who is most knowledgeable of your firm's performance. Projects with incomplete information will not be considered toward the PRIME CONSULTANT'S experience. Up to three points will be awarded for each applicable project. (0 to 15 points) 2. Present experience, qualifications, and technical competence of the PROJECT MANAGER relative to the five projects described in Item #1. List the Project Manager's experience in managing similar projects within the past ten years, if such experience is not directly associated with the firm submitting this proposal. Provide Project Manager's Professional Registration information including profession and license # (do not include copy of license). The Project Manager shall be a Professional Architect or Engineer licensed in the State of Missouri. Provide qualifications and technical competence of the Technical Lead (airport terminal and concourse) relative to the five projects described in Item #1. Up to three points will be awarded for each applicable project. (0 to 20 points) 3. Present experience, qualifications, and technical competence of EACH SUBCONSULTANT on the team relative to five comparable projects completed within the last ten years. These projects must be complete or near completion. Include a description of the exact role of each subconsultant and percentage (%) of project completed by the subconsultant. Provide start and completion dates. A maximum of 15 overall points may be awarded. (0 to 15 points) 4. Present your team's approach and any unusual issues, problems, or difficulties anticipated. Present your team's understanding of special requirements, codes, and regulations pertinent to the project. Present your internal quality control procedures. (0 to 20 points) 5. Present a team organizational chart identifying each firm's role (including team member names) and responsibility in the project. Indicate availability of team members for the project. List the number of employees by employee classification for the prime and each sub-consultant in their local (St. Louis metro area) office as well as those companywide if they will be utilized for this project. (0 to 10 points) 6. Demonstrate proximity to and familiarity with the area in which the project is located. (0 to 10 points) 7. The M/W/DBE (as appropriate) plan will be evaluated for feasibility as proposed. (0 to 10 points) A copy of the current directory of Certified DBEs is available on the internet at website or by contacting the Airport Business Diversity Development Office at (314) 426-8111. UNAUTHORIZED ALIEN EMPLOYEES: As a condition for the award of this contract or grant, CONSULTANT, shall, pursuant to the provisions of Sections 285.530 through 285.555 of the Revised Statutes of Missouri 2000, as amended, by sworn affidavit and provision of documentation, affirm its enrollment and participation in E-Verify, a federal work authorization program, with respect to the employees working in connection with this Agreement. CONSULTANT shall also sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection with this Agreement pursuant to the above-stated Statutes. In addition to the affidavit the CONSULTANT shall provide a copy of the front page and signature page of their Memorandum of Understanding with Homeland Security for E-Verify. LITIGATION AND VENUE: The City reserves the right, at its sole discretion, to disqualify or refuse to accept any proposal from any potential consultant or sub consultant that is a party to litigation against the City or was averse to the City in past litigation. As a part of this engagement, the selected CONSULTANT shall agree that (i) this contract shall be governed by and construed in accordance with the Laws of the State of Missouri, excluding its conflicts of law principles; and (ii). any action at law, suit in equity or other judicial proceeding to enforce or construe this contract or regarding its alleged breach, shall be instituted in the Circuit Court of St. Louis City, Missouri (22nd Circuit). CONSULTANT SELECTION PROCESS: In accordance with the Revised Policies and Procedures for Procurement of Professional Service Agreements dated May 2013, the Tier II Selection Process will be utilized. The Tier II Selection Process is described in the "POLICIES AND PROCEDURES FOR PROCUREMENT OF PROFESSIONAL SERVICE AGREEMENTS" ("Policies Document"), which may be viewed on the BPS website by going to the following link. You should review that entire document but particularly the section on the Tier II process beginning on page 9 and the enclosures referenced in that section. All respondents and the selected PRIME CONSULTANT shall be responsible for complying with all applicable requirements set forth in the Policies Document, including but not limited to maintenance of insurance and an affirmative action plan and the "Prohibition of Firms Contact with Selection Committee Members" section beginning on page 11. In addition to the Prohibitions specified in that section, prospective respondents are also prohibited from communicating for any reason with any City of St. Louis staff, St. Louis County staff, St. Louis Convention & Visitors Commission staff or Commission board members from the date this RFQ is issued through the date a contract is finally awarded, except during interviews conducted by the selection committee or as provided by existing work agreement(s). BPS reserves the right to reject the proposal of any respondent violating such prohibitions. Once Statements of Qualifications are received, the Selection Committee will meet to evaluate the SOQs, and a selection of the top-ranking firms will be invited to make presentations of their qualifications and approach to the Selection Committee at a later date.
