The purpose of this Request for Proposal (RFP) is to provide interested parties with sufficient information regarding the professional services the County of San Luis Obispo Department of Public Works (County) is seeking for its Arroyo Grande-Huasna Road over Huasna River Bridge Replacement Project (Project). This information is intended to enable interested parties to prepare and submit proposals for design and engineering services The County of San Luis Obispo proposes to replace the existing timber bridge on AG-Huasna Road at the Huasna River with a new concrete bridge. The existing bridge was built in 1940 as a wooden 195-foot-long multiple span one-lane bridge. The bridge is eligible for replacement and funding by the Federal Highway Administration (FHWA) Highway Bridge Program (HBP). The County of San Luis Obispo (County) is currently soliciting proposals for professional services for Arroyo Grande-Huasna Road at Huasna River Bridge Replacement Project. Each proposal shall specify each and every item as set forth in the attached specifications. Any and all exceptions must be clearly stated in the proposal. Failure to set forth any item in the specifications without taking exception may be grounds for rejection. The County reserves the right to reject any and all proposals and to waive any irregularity or informality in any proposal or in the RFP process, as long as, in the judgment of the County, such action will not negate fair competition and will permit proper comparative evaluation of the proposals submitted. The federal lead agency for the Project is the FHWA with oversight from the California Department of Transportation (Caltrans) District 5 Division of Local Assistance. The Project shall fully comply with Chapter 6 of the Local Assistance Programs Guidelines (LAPG) and the entire Local Assistance Procedures Manual (LAPM).
