The City of Sugar Land owns and operates several thousand feet of wastewater sanitary sewer collection system gravity pipelines. As part of the ongoing wastewater collection system rehabilitation program, the City will need a detailed evaluation of system deficiencies and areas that may experience sanitary sewer overflows (SSO's) during heavy storm events. In FY20, an analysis and assessment will need to be performed a field investigation through Closed Circuit Television Video (CCTV) pipe inspection and field evaluation of manholes. Firms/teams are not expected to have specific knowledge of the City's existing sanitary network, but are expected to demonstrate experience and knowledge on similar size and scope projects, including, but limited to, sanitary sewer rehabilitation studies, knowledge of sewer rehabilitation methods such Cured-in-Place Pipe (CIPP), pipe bursting, point repair, and ability to estimate design and probably construction costs. This evaluation is a precursor for future rehabilitation design and construction and will provide recommendations on the location of future rehab locations. A general scope for this project includes: topographic survey work; utility investigation services; design of final construction drawings with 30, 60 and 90 percent plan submittals; preparation of bid documents and final cost estimates; advertisement and bid phase services; and construction administration services.
