Site work and paving for a civil project in Albuquerque, New Mexico. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The Unser Blvd./Paseo Del Norte Widening project (CN A300305) involves the upgrade of two major roadways. The Unser Boulevard Phase 1 Project extends from just south of PDN to Paradise Blvd, approximately 1.6 miles in length. The Paseo Del Norte Boulevard Phase 1 Project extends from just west of Unser Boulevard to just east of Calle Nortena, approximately 1.506 miles in length. The intent of the overall project is the to widen both roadways from 2-lanes to a 4-lane divided roadway with buffered bike lanes and multi-use trails. Other key features of the project are as follows: 1. Storm Drain 2. Traffic Signals 3. ITS systems 4. Lighting 5. ADA ramps 6. Unser Pond Construction Document notes: Registration and becoming a plan holder for this project are required to submit Proposals, and plan holders will receive automatic notice of addenda and other updates. The Bidder's attention is specifically directed to the Instructions to Bidders, Special Provisions and Supplemental Special Provisions contained in the Contract Documents. By submitting a bid, contractor agrees to abide by all provisions of both the Accountability in Government Ordinance (Section 2-10-1 COA) and the Inspector General Ordinance (2-17-1 COA). If work under this contract is funded with federal grants from any federal agency, the awarded funding will be subject to the respective program's rule, regulations, and policies. As a condition of award, the successful Offeror, including contractors and subcontractors at all tiers, are required to execute and be bound by a project labor agreement. All General Contractors and Subcontractors are required to be prequalified at the time of bid pursuant to the Contractor Prequalification Rule 18.27.5 NMAC. All Prime Contractors shall be prequalified with the NMDOT no later than seven calendar days prior to bid opening; All Subcontractors shall pre-qualified with the NMDOT prior to performing any work; the Prequalification Packet is located at online All products and materials must be on the NMDOT approved products list or online The General Conditions of the City Standard Specifications shall govern the administration of the Contract. o City of Albuquerque warranty provisions will govern the Project. o The City Standard Specifications shall govern all other work unless otherwise noted within these contract documents. This Project will be administered by the City of Albuquerque and is funded by the Federal Highway Administration and NM Department of Transportation. This Project is subject to the following: USDOT DBE 49 CFR Part 23 and 26 EEO Executive Order 11246 September 24, 1965 Buy America Provisions Foreign Trade Restrictions 49 CFR Part 30 Davis Bacon Act 29 CFR Part 5 Government-wide Debarment and Suspension and Government-wide for a Drug-Free Workplace 49 CFR Part 29 "Build American, Buy American Act" (the Act), signed into law on November 15, 2021. Section 70914 of the Act provides that, as of May 14, 2022, "none of the funds made available for a Federal financial assistance program for infrastructure, including each applicable program, may be obligated for a project unless all of the iron, steel, manufactures products, and construction materials used in the project are produced in the United States". Under the Act, "buildings and real property" are considered infrastructure. Further details of the conditions for the above-referenced laws or regulations are contained in the Contract Documents.
