Site work and new construction of a mixed-use development in Steubenville, Ohio. Completed plans call for the construction of a educational facility; for site work for a educational facility; water / sewer project; and water / sewer project.

Steubenville North Choice Neighborhood Early Action Project, located at 505 Franklin Avenue, Steubenville, Ohio: Site work & construction of pavilion to be used as an outdoor learning center for students at East Garfield Elementary School and for public use by Steubenville residents of the North End neighborhood. All work will include, but not be limited to the following; Construction of a pavilion building and related facilities including hardscape, landscaping, utility lines, and concrete and masonry accessible routes. Each bidder is to have performed a pre-bid inspection to examine existing conditions and all surrounding conditions and protection needed affecting the work to be performed. A bid bond in the amount of 10% of the bid amount, made payable to the City of Steubenville, shall accompany the bid as a guarantee that if the bid is accepted, a contract will be entered into and its performance properly secured. The successful bidder will be required to furnish Certificate of Liability Insurance, Certificate of Workers Compensation Insurance, and combined Performance Bond and Labor/Materials Payment Bond of 100% of the contract amount. This is a HUD Choice Neighborhood Planning Grant Program funded project and, as detailed in the bid package, includes; non-collusion affidavits, equal opportunity certification, MBE/WBE statement, nondiscrimination agreements, Davis-Bacon prevailing wage affidavit and affirmative action program requirements. Attention is called to the fact that no less than the minimum salaries, wages and benefits set forth in the Project Manual must be paid on this project, and that the Contractor must insure that employees and applicants for employment are not discriminated against because of their race, color, creed, sex or national origin. Contractors/Subcontractors must comply with the employment, training and contracting opportunity requirements of Section 3 of the Housing and Community Development Act of 1968. Section 3 requires that, to the greatest extent feasible, hiring and contracting opportunities be afforded to low- and very low-income persons. Attention is called to the fact that no less than the minimum salaries and wages, as set forth in the contract documents, must be paid on this project, and that the contractor must insure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex, or national origin. Each bidder must submit a written Affirmative Action Program with his or her bid. The Affirmative Action Program must include seven percent (7%) minority workers of the total work force. In addition, the Minority/Women s Business Enterprise Program of the City of Steubenville requires that at least seven percent (7%) of the total cost of the project will be allocated to MBE/WBE contractors and subcontractors, or for the purchase of materials from MBE/WBE suppliers. If the above work force breakdown is not enumerated, specified goals and timetables for the employment and training of minority and lower income residents of the project area must be included. Failure to comply with MBE/WBE and Section 3 requirements could constitute grounds for bid rejection. The Contract for the above construction will be financed with Federal Funds provided through the HUD Choice Neighborhood Planning Grant Program administered by the U.S. Department of Housing and Urban Development (HUD). Federal Funds have been budgeted for this project in the amount of $100,000.00. The City of Steubenville reserves the right to reject any and/or all bids or to waive informalities in the bidding. The Contract will be awarded to the lowest and/ or best qualified Bidder
