NOTICE IS HEREBY GIVEN that sealed bids for the work shown on the plans entitled: PROJECT NUMBER CP-200009 YOSEMITE AVENUE ROAD RECONSTRUCTION G STREET TO PARSONS AVENUE A map showing the location of the Purchasing Department is provided in the Appendix. DESCRIPTION OF THE WORK: The work to be performed includes, but is not limited to, the full depth reclamation of Yosemite Avenue, from Mansionette Drive to Parsons Avenue (including roadway pulverization, cement treatment, asphalt concrete, curb and gutter, traffic loops, pavement striping and markings); o asphalt overlay improvements in the intersection of Yosemite Avenue and G Street; replacing approximately 5,147 feet of existing 18" sewer main with 30" sewer main, removal and reconstruction of sewer manholes along alignment, extension of approximately 220 feet of 30" sewer main, new manhole to tie in existing 24" sewer with new 30" sewer extension, relocation of existing storm drain inlet and associated underground piping; concrete sidewalk; concrete driveway approaches; and localized pavement rehabilitation. The Local Business Enterprise (LBE) participation goal is five percent (5%) Such other items or details, not mentioned above, that are required by the Drawings and Technical Specifications Plans, City of Merced Standard Specifications and Typical Details, and the Special Conditions shall be performed, placed, constructed, or installed. The project is located on Yosemite Avenue from G Street to Parsons Avenue. Bids are required for the entire work described herein. No other members ofthe City's staff or City Council should be contacted about this procurement during the bidding process. Any and all inquiries and comments regarding this Bid must be communicated in writing, unless otherwise instructed by the City. The City may, in its sole discretion, disqualify any Bidder who engages in any prohibited communications. AWARD OF CONTRACT: The City reserves the right after opening bids to reject any or all bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder (as determined per the Instructions to Bidders) and reject all other bids, as it may best serve the interest of the City. As a condition of award, the successful bidder shall furnish a payment bond and a performance bond on the City's forms each in the full amount of the contract price. The successful bidder will also be required to submit proof of insurance for work involved. BID SECURITY: Each bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of 10 percent of the total bid price, payable to the City of Merced. CONTRACTOR'S LICENSE CLASSIFICATION: The Contractor shall possess a valid CLASS "A" license at the time of submitting bids. CALIFORNIA WAGE RATE AND LABOR CODE REQUIREMENTS: The Contractor shall pay the general prevailing rate of per diem wages as determined by the Director of Industrial Relations (DIR) of the State of California for the locality where the work is to be performed. A copy of said wage rates is on file at the office of the City. The Contractor and any subcontractors shall pay not less than said specified rates and shall post a copy of said wage rates at the project site. No contractor or subcontractor may submit a bid, be listed on a bid proposal, or be awarded a contract for public work without proof of registration unless registered with the DIR pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the DIR. Bids must be filed with the Purchasing Agent, at 2525 "O" Street, Merced, California 95340, not later than October 29 at 2:00 PM prevailing local time, at which time the bids will be publicly opened, read, and recorded. ADDRESS AND MARKING OF BIDS: The envelope enclosing the Bid shall be sealed and addressed to the City of Merced, 2525 "O" Street, Merced, CA 95340, and shall be hand delivered or mailed to the Office of the Purchasing Agent before above time and date. The envelope shall be plainly marked in the upper left-hand corner with the name and address of the Bidder and shall bear the words "Bld for YOSEMITE AVENUE ROAD RECONSTRUCTION G STREET TO PARSONS AVENUE PROJECT NUMBER CP200009" The certified or cashier's check or Bid Bond shall be enclosed in the same envelope with the Bid. LOCAL BUSINESS ENTERPRISE PARTICIPATION: The Local Business Enterprise (LBE) participation goal is five percent (5%).
