T4 Expansion T4A-T4B Upland Construction The Port of Grays Harbor is planning for upcoming facilities upgrade and improvement project at Terminal 4, Aberdeen WA. In preparation for a privately funded ship loader installation, the project, Contract No. 2260, includes approximately 40,000 feet of rail construction to accommodate unit trains and railcar storage; the repurposing of a 50-acre former casting basin site into a breakbulk cargo handling and laydown area; access and roadway improvements; and related site improvements Work items in this bid include demolition, mass earthwork, site preparation, retaining wall construction, culverting, subsurface utility work, storm drainage improvements, paving, rail construction, lighting, fencing, and a new guard station. The contractor will provide all labor, materials, and equipment necessary to complete the work as specified. Award will take into consideration the lowest total base bid price to provide the services specified along with qualifications and experience of the bidder and the Port's budget capability. All bid proposals shall be accompanied by deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful Bidder fail to enter into a contract and furnish a satisfactory performance bond, the bid proposal deposit shall be forfeited. In accordance with RCW 42.56.100 and Port of Grays Harbor Resolution 2973, the Port makes the following rule: Public Bid Guidelines require that the Port of Grays Harbor maintain the integrity of official bid documents sets, provide swift response when incorporating addenda changes, and communicate in a singular, fair, and equitable manner to registered bidders. This process would interfere with the Port's obligations to maintain the integrity of the bid records if the Port were required to relinquish control over the bid documents during the bidding period. For this purpose, The Port of Grays Harbor has designated digital portal as the official source of bid packages, which insures that all bidders receive complete documentation, including all addendum, changes, and clarifications. Digital Portal provides prime bidders, subcontractors, suppliers, and other interested parties, virtual free-of-charge access to a complete set of project bid documents, including the ability to obtain, view, print, order full/partial plan sets from numerous reprographic sources, and free access to an on line digitizer/take-off tool. Access to bidding information (plans, specifications, addenda, and Bidders List) is available through online. Free-of-charge access is provided to Prime Bidders, Subcontractors, and Vendors by online. Bidders that do not register will not be automatically notified of addenda and will need to periodically check the online for addenda issued on this project. The method of Contractor Selection has not been Determined at this time.
