Site work for a water / sewer project in Tupelo, Mississippi. Completed plans call for site work for a water / sewer project.
The Project consists of the following approximate quantities: Repairing and repainting one. 1) 12,000-gallon pressure tank and two (2) 8,000-gallon pressure tanks. Minority and women's business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs. Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the ARPA Rural Water Associations Infrastructure Grant (RWAIG). Neither the State of Mississippi, the Local Governments and Rural Water Systems Improvements Board, nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with RWAIG Program Regulations. Based on the Assistance Listing: Coronavirus State and Local Fiscal Recovery Funds and Part 2 of the US Treasury State and Local Fiscal Recovery Funds Compliance and Reporting Guidance (v3.0 February 2022) (Compliance Guide), the following Uniform Guidance provisions will be required in all contracts: o Subpart A, Acronyms and Definitions o Subpart B, General provisions o Subpart C, Pre-Federal Award Requirements and Contents of Federal Awards (except 2 CFR 200.204, .205, .210, and .213) o Subpart D, Post Federal; Award Requirements (except 2 CFR 200.305(b)(8) & (9), .308, .309, and .320(c)(4)) o Subpart E, Cost Principles o Subpart F, Audit Requirements o 2 CFR Part 25 (Universal Identifier & System for Award Management) o 2 CFR Part 170 (Reporting Subaward and Executive Compensation Information) o 2 CFR Part 180 (OMB Guidelines to Agencies on Governmentwide Debarment and Suspension (Non-procurement) o 2 CFR 200 Appendix ii Each bidder must deposit with this bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw his bid within 60 days after the actual date of the opening thereof. Simultaneously with his delivery of the executed contract, the Contractor shall furnish surety bonds subject to the conditions provided in the Information for Bidders. All applicable laws, ordinances and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the contract throughout. Each Bidder is responsible for inspecting the site and for reading and being thoroughly familiar with the Contract Documents. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation in respect to this Bid. A conditional or qualified Bid will not be accepted. Award will be made to the lowest or best responsible, responsive Bidder. The Owner reserves the right to waive any informality or to reject any or all Bids. Work under this section shall consist of furnishing all materials, equipment and labor to clean, repair, paint, and disinfect the steel pressure tanks. The contractor shall be responsible for the collection, handling, analysis, and disposal of all waste materials resulting from the work including but not limited to blasting residuals, and of other debris. Work shall also include making arrangements with the Owner for tank dewatering. When draining the tank, prevent water from running or collecting around the tank foundations. If necessary, a temporary ditch shall be cut and subsequently backfilled to drain the water away. The Contractor shall coordinate with the water system Operator to maintain system functionality during the time the tanks are out of service. The Contractor shall be responsible for re-establishing proper control of the water supply to the tank and shall demonstrate proper operation by test. The Contractor will be responsible for protecting the existing controls as necessary. The tanks to be refurbished are: 8,000-GALLON PRESSURE TANK AT WELL No. 1 The pressure tank was built in 1973, and is located on Palmetto Road. 8,000-GALLON PRESSURE TANK AT WELL No. 2 The pressure tank was built in 1968, and is located on County Road 900. 12,000-GALLON PRESSURE TANK AT WELL No. 3 The pressure tank was built in 1984, and is located on Highway 6. Document notes. Bids will be accepted only under the name of the Bidder to whom contract documents have been issued by Plan House Printing, on behalf of the Engineer, and whose name appears on the official list of Plan holders maintained by Plan House Printing.
