The County of Orange Public Works (OCPW) requires professional consulting services to assist in the revision and development of key emergency management plans, including but not limited to the Disaster Debris Management Plan (DDMP), Dam Emergency Action Plans (EAPs), and a Bridge Emergency Response Plans (ERPs). These services will ensure the County's preparedness, response, and recovery capabilities following natural disasters and seismic incidents are up-to-date and compliant with Federal, State, and local regulations. OCPW currently manages 9 Dams and 63 bridges. Contractor shall review and revise existing plans, develop new protocols for post-earthquake bridge inspections, and provide expertise in emergency planning and response coordination. These services will supplement the County's resources on an as-needed basis to ensure the plans are comprehensive, actionable, and provide a strong foundation for coordinated emergency response. The project aims to bolster the County's emergency preparedness by ensuring that essential management plans are updated and aligned with current county, local, state, and federal standards. Specifically, the objectives of this project are as follows: To ensure the DDMP is current, comprehensive, and compliant with all relevant guidelines and regulations. To update the EAPs for County's dams, ensuring they reflect the latest protocols, equipment, and emergency procedures. To develop a Bridge Emergency Response Plans (ERPs) for post-earthquake inspections and actions, filling a gap in the current Bridge Maintenance Program. To develop other key emergency management plans, as needed. Question Submission Deadline:October 16, 2024, 2:00pm County reserves the right to obtain supplemental proposals from, and use, alternate sources for completion of the additional work and to utilize the data provided under this Contract to obtain necessary services.
