Proposals for the following item(s) or service are sought: Comprehensive Parking Study and Management Plan Introduction: Through this Request for Proposals, the City of Champaign (also referred to herein as City) is seeking proposals from qualified parking consultants to assist with the development of a Comprehensive Parking Study and Management Plan for the City in the Downtown, Midtown and University Area Parking Districts. Consultants are encouraged to recommend supplementary analysis or review that will result in an improved management plan. The City currently has a mixture of permit spaces and single and double space meters in place. The City also operates a 600-space parking garage in the heart of Downtown where there are daily parkers, business permit holders, and residential permit holders using this garage. The consultant will examine the following: Current parking demand across the existing parking system. Project the future parking system needs. Analyze parking system policies, rates, and procedures, and To study the feasibility of any proposed parking needs or necessary parking system solutions. The Downtown, Midtown, and University districts are unique areas with excellent access to robust transit and alternative transportation options. Any analysis should accurately assess the short- and long-term parking needs within these unique multimodal districts and improve the quality and efficiency of the parking system.
