A firm timeline for construction has not been disclosed. *The closed solicitation has been included below for reference: The District of Columbia (the "District") Department of General Services ("DGS" or the "Department"), on behalf of the Fire and Emergency Medical Services ("FEMS") and Metropolitan Police Department ("MPD"), is issuing this Request for Proposals ("RFP") to solicit the services of an architectural/engineering ("Architect/Engineer" or "A/E") firm to provide professional design services for the Police and Fire Training Academy, located at Blue Plains-DC Village Lane, 4600 Shepherd Parkway SW, Washington DC 20020 (the "Project"). The Department seeks to construct a new, properly sized, world-class Police and Fire Training Academy in the District and is soliciting an A/E to provide design services and a roadmap with options for revitalizing the Project site and creating a combined facility that supports the future growth and the missions of FEMS and MPD. The Project shall be executed in two design packages: Design Package A: Program of Requirements ("POR") and Schematic Design. The Architect/Engineer shall assist DGS in developing this design package of the Project, including (i) validating the POR; and (ii) Schematic Design, including Furniture, Fixtures, and Equipment (FF&E) layout Drawings with Schedule, Net Zero Energy requirements, and a Civil Master Plan, for all buildings and parking garages at the Project site. The A/E shall propose a lump sum fee for the Design Package A Title I (items i and ii above) services for the Project listed above, as further described herein ("Design Package A Lump Sum Fee"). Design Package B: Construction Documents for only Buildings "S1," "S2," and Parking Garage "P". This design package must include full design services for the Police and Fire Training Academy's two buildings (Buildings S1 and S2) and one parking garage (Parking Garage P), including (i) Design Development Documents; (ii) a Permit Set of Construction Documents; (iii) 100% Construction Documents and Project Specifications; (iv) full Furniture Fixtures & Equipment ("FF&E") Drawings with Schedule; (v) Cost Estimates at.
