The City of Hays invites your firm to submit a written proposal to provide engineering services for the design of water/sewer main extensions, abutting street/intersection improvements, and internal infrastructure improvements to a City owned 90-acre greenfield site, envisioned for commercial and residential development, adjacent to Exit 161 in Hays, Kansas. The Office of Project Management of the City of Hays has prepared this RFP and has designated Tom Howie as Project Manager. No inquiries will be accepted after noon on October 25, 2024. If necessary, the City will issue a revision to the RFP by noon on October 25, 2024. The proposal should clearly demonstrate how the firm can best satisfy the requirements of the City of Hays. The City of Hays reserves the right to enter an agreement with the firm presenting the proposal most advantageous to the City of Hays. Right of the City of Hays to Reject Proposals The City of Hays reserves the right to reject any and all proposals or any part of any proposals, to waive minor defects or technicalities, or to solicit new proposals on the same project or on a modified project which may include portions of the originally proposed project as the City of Hays may deem necessary in its best interest. The City also reserves the right to negotiate with any firm, all or part of any proposal that is in the best interest of the City.
