The City of East Lynne, Missouri requests qualifications for preliminary engineering services and subsequent engineering design services to assist in a proposed project to be partially financed with MoDNR SRF Loans and/or Grants. The remainder of the project will possibly be financed through Community Development Block Grant (CDBG) funds, MoDNR Grants, USDA RD loans, USDA RD grants and the city's in-kind and cash match capabilities. The project will consist of constructing additional treatment processes to the City's Municipal wastewater lagoon for reduction and removal of Ammonia and e-coli to achieve compliance with the facility NPDES permit. Additional work to upgrade the existing aged mechanics of the sanitary lagoon system may also be included. Information provided to the city must include: a) The specialized experience and technical competence of the firm with respect to the construction of a SAGR ammonia removal system; b) The capacity and capability of the firm to perform the work in question, including specialized services, within a period of twelve months beginning January 1, 2025; c) The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules; d) The firm's proximity to and familiarity with the area in which the project is located; and e) References from previous clients of related work with the firm within the past five years. The firm will be selected based on the above qualifications. Once the most qualified firm is selected, a cost for preliminary engineering will be negotiated separately from the cost for engineering design.
