The City of Topeka is seeking bids from qualified vendors to remove underground storage tanks(USTs), including fuel pumps, tanks, associated piping, distribution pumps, and related materials. The contractor shall perform all necessary work to safely and efficiently remove the UST system and restore the site to a safe condition in compliance with all applicable federal, state, and local regulations. The USTs are located on property owned by the City of Topeka. Question Deadline 06/20/2025 at 12:00 PM CT: Q&A on the Portal SCOPE OF WORK The work to be accomplished in this project includes, but is not limited to, the following scope of work to correctly remove the underground system: A. Site Preparation i. Conduct a site assessment to identify all underground utilities and structures. Use appropriate utility locating services to ensure safety. ii. Implement necessary traffic control and safety measures to protect workers and the public. iii. Erect safety barriers and signage around the work area. iv. Keep the premises clear at all times and remove all waste from the work area. v. Coordinate and schedule to ensure the Kansas Department of Health and Environment (KDHE) personnel are available to perform site assessments during excavation, as needed. Tank Cleaning: Before removal, each tank must be emptied, cleaned, and purged of vapors. Cleaning shall be conducted by the EPA and local standards for UST closures. ii. Product and Waste Disposal: Properly dispose of any remaining product, sludge, or water in accordance with federal, state, and local hazardous waste regulations. iii. Pavement Removal: remove existing concrete pad and/or parking lot pavement as needed to access the UTS. iv. Power Supply: Disconnect electrical power supply to the system. v. Tank Removal: Excavate to expose the tanks and associated piping. Carefully remove tanks and piping, avoiding unnecessary damage to surrounding areas. vi. Pump and Piping Removal: Disconnect and remove all pumps, dispensers, and associated piping. Ensure all lines are adequately drained and capped off to prevent contamination. Subsidiary to UST Removal. vii. Associated Materials: Remove any ancillary materials, including containment systems, concrete pads, and electrical components. Subsidiary to UST Removal. viii. Remove two existing USTs: (1) 6,000 Gallon Diesel Tank and (1) 10,000 Gallon Unleaded Tank. C. Soil and Groundwater Testing i. Conduct soil and groundwater testing in accordance with regulatory requirements to identify any contamination resulting from leaks or spills. Subsidiary to other bid items. ii. If contamination is detected, notify the relevant authorities immediately and implement a remediation plan approved by the applicable environmental agencies, such as the Kansas Department of Health and Environment (KDHE) and the Environmental Protection Agency (EPA). Subsidiary to Unclassified Excavation. iii. A Certificate of Destruction must be provided for each removed tank. D. Backfilling and Site Restoration i. Provide suitable supplemental borrow material as needed to restore the excavation to grade for pavement restoration. Type A Compaction will be subsidiary to Supplemental Borrow. a. Prior to proceeding with the compaction of materials requiring Type A or Type AB Compaction, a Standard Proctor Curve as determined by AASHTO T 99 (ASTM D 698) shall be obtained for each type of material to receive such compactive effort. Where granular soils are present, a Relative Density test as determined by ASTM D4253 and D4254 shall be obtained for each type of material to be used as fill. Proctor curves and Relative Density tests shall be obtained from soil samples selected by a certified testing laboratory from materials excavated by the Contractor. All costs associated with the selection of soil samples and performing the necessary tests to obtain the Proctor curves and Relative Density tests shall be paid by the Contractor. E. Quality Assurance and Inspections; Warranty and Corrections i. Conduct a final inspection with the project manager and regulatory authorities to ensure all aspects of the removal have been satisfactorily completed. ii. The contractor shall warrant the workmanship and materials for one year from the completion date. iii. The contractor shall correct any deficiencies identified during this period at no additional cost to the City.
