Project was awarded to Reytec Construction Services in the amount of $36,193,777.40 The deadline to ask questions is 10/22/2024 5:00 PM CST Estimate: $35M to $40M Type: Drainage, Roadway, Water and Sewer and Channel Improvements "This project is funded by the Texas General Land Office of the State of Texas to provide for the restoration of infrastructure for communities impacted by Hurricane Harvey. The funds have been allocated by the United States Department of Housing and Urban Development through the Community Development Block Grant - Mitigation Program." This project includes the following but is not limited to Drainage, Paving, Water, Sanitary, Traffic Control, Storm Water Pollution, along Deats Road, Nichols Avenue, Hughes Road, Dixon Drive, Bayou Drive, Rose Street and Mezzler Gully *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Last day for inquiries and clarifications October 22, 2024 Bids are invited for several items and quantities of work. The overall project improvements include: 1. Constructing a new storm sewer system comprising various sizes of pipes and boxes, along with storm structures, and regrading existing roadside ditches. 2. Replacing existing pavement and subgrade as required for storm improvements. 3. Installing new or replacing existing water and sanitary facilities that conflict with the proposed construction. 4. Implementing traffic control plans, stormwater pollution prevention measures, and installing permanent signage and pavement markings. The project will benefit the area by improving mobility, enhancing drainage, and upgrading public utilities. C. The project area is generally situated east of Interstate Highway 45 and within the city limits of Dickinson, Texas and Galveston County Texas. The project limits are located within the rights-of-way (ROW) of the specified streets as indicated in the plans. D. The overall improvements of the project include: 1. Constructing a new storm sewer system comprising various sizes of pipes and boxes, along with storm structures, and regrading existing roadside ditches. 2. Replacing existing pavement and subgrade as required for storm improvements. 3. Installing new or replacing existing water and sanitary facilities that conflict with the proposed construction. 4. Implementing traffic control plans, stormwater pollution prevention measures, and installing permanent signage and pavement markings. E. Deats Road from Nichols Avenue to Ohio Avenue is within the limits of Galveston County. The contractor is responsible for coordinating with Galveston County regarding any required permits, street cuts, inspections, and The scope of the project aims to enhance the drainage system and mitigate flooding within the designated benefit area. The specific project elements include, but are not limited to, the following: 1. Storm Sewer System: a. Construct a new storm sewer system with various pipe sizes and box sizes, including junction boxes, manholes, manhole risers over reinforced concrete box (RCB), inlets, safety end treatments, headwalls, and wingwalls. b. Regrade the existing roadside ditch as shown in the plans. c. Construct U-shape concrete channel at Nichols Avenue Outfall. d. Remove and dispose of existing inlets, manholes, and storm sewers as indicated in the plans. e. Breaking and preparing holes for lateral connections in proposed RCBs or pipes will be incidental to the unit price of storm sewer installations f. RCP or RCB Bends are incidental to Storm pipe length. The Storm pipe length quantity is measured along centerline thru the bend(s). 2. Pavement Replacement: a. Remove existing concrete and asphalt pavement, including any base, concrete curbs, curb and gutter, driveways, walkways, sidewalks, and concrete medians as necessary for storm sewer installation. b. New concrete pavement must be a minimum of 9 inches thick, with subgrade specifications adhering to geotechnical recommendations. c. Street intersections and concrete driveways will require high-early strength concrete with a cement-stabilized sand base. d. New asphalt pavement must be 8-inch black base, 2-inch HMAC with subgrade specifications adhering to geotechnical recommendations. e. Lime mixed with Fly-ash is needed for subgrade preparation at sandy soils as indicated in the geotechnical recommendations. f. Full depth sawcut, horizontal dowels and Tie rods are incidental to proposed pavement. g. Construct 6-inch concrete medians. h. Construct 3/4" board and preformed expansion joints. 3. Storm Water Pollution Prevention: a. Install Storm water pollution prevention measures as indicated in the plans for inlet protection, along roadside ditches and outfall locations. b. Install one block of sod, typically 16 inches wide, adjacent to the new pavement edge along the entire limits of the new pavement. Apply hydro-mulch seeding in disturbed areas within the right-of-way (ROW) limits, typically extending from the new sod to the ROW boundary. c. Concrete Truck Washout structure will be paid lumpsum and not for each location. d. Contractor shall keep streets clean and perform daily street sweeping at construction areas. The work is incidental to SWPP Monitoring and documentation pay item by month. 4. Driveway Replacement: a. Replace existing driveways as required by the construction plans, adhering to specified width and depth. Concrete driveways must be a minimum of 7 inches thick for non-residential properties and 6 inches thick for residential properties, utilizing high-early strength concrete. b. Construct asphalt driveways matching the thickness of the asphalt roadway. c. Gravel driveways shall be all-weather crushed stone or gravel material, minimum 8-inch thick. d. Refer to Driveway table sheet in plans for additional information. 5. Excavation and Fill: a. Excavation and fill will be limited to areas where the proposed vertical profile or grade line of the roadway is altered. No separate payment will be provided for excavation and fill in locations marked for roadway removal and replacement. b. The project includes a change in vertical profile along Hughes Road at the pipeline crossing (approximately from STA 171+60 to STA 175+00) to ensure adequate cover over the proposed junction box. 6. Waterline Construction: a. Install new or replace existing water that conflict with proposed construction. The existing water main along Deats Road is asbestos concrete (AC) class 250, while the one along Nichols Avenue is also AC unless otherwise noted. The Contractor must follow AC pipe handling requirements as outlined in this project manual. b. Install new waterlines primarily using trenchless methods. Transfer service from the existing water line to the new line and abandon the old one. Restore water and sanitary service connections within project limits. c. Construct new water mains ranging from 6 to 14 inches in diameter, including fire hydrant assemblies, valves, fittings, and adjustments. d. No separate pay for water valves, except for inserta gate valves. Prior approval is needed for installing inserta gate valves if not shown on plans. e. Wet connections requiring removal of existing water lines will be incidental to the unit price for wet connections. f. All water line quantities extend up to 3 feet beyond driveways and 5 feet beyond pavement limits, accounted for as trenchless construction. g. Abandon existing water lines per Specification 02516 - Cut, Plug, and Abandonment of Water Lines. h. Tapping sleeves and valves may only be used with the approval of the City Project Manager. i. Proper removal and disposal of asbestos cement water lines in conflict with proposed utilities must be done at the nearest joint, with disposal at a legal landfill at no extra cost to the City. j. Transfer water line service connections to existing water meter with new meter box. Unit price for new water meter box is incidental to the water tap and service line installation. k. Payment for removing and salvaging existing fire hydrants include removal of gate valve box on the existing fire hydrant branch. Cutting and plugging for abandoning the existing fire hydrant branch should be as close as possible to the existing main water trunk from which the fire hydrant is branching off. Return salvaged fire hydrants to the City of Dickinson
