Pembina County Memorial Hospital Association CDBG Project. Project consists of an HVAC upgrade. The City of Cavalier and the Pembina County Memorial Hospital Association reserves the right to reject any and/or all bids. The bid is to include all labor and materials for construction and installation for the HVAC upgrade. The specifications are as follows: Temperature Controls > Hooking up the pneumatic control system with the Direct Digital Control (DDC) system to allow the facility HVAC to operate at the maximum efficiency as possible. To units 2 and 8 and then test whole system at completion. Heating Systems (Boilers, Heat Exchangers & Circulating Pumps) > Hook up units 2 and 8 to the existing boilers and test the system. Cooling Systems (Chillers & Circulating Pumps) > Test the variable flow pumping system utilizing VFD drives on the building loop pumps and reconfigure the pumping systems to units 2 and 8. Radiant Heating/Cooling System > Remove the current system and heat and cool the spaces with an air handler units 2 and 8 that would provide both heating and cooling to the 1962 addition. Implement DDC control that will help control humidity levels. Air Handling Systems - AHU-2 - Replace the air handler with a variable volume type of air handler and add Variable Air Volume (VAV) boxes in the spaces for better control and added efficiency. Recalibrate, repair or replace all space thermostats. Implement DDC control for added savings and remove all pneumatic controls. Verify the air filters MERV rating for the spaces this unit serves. AHU 8 - Install an air handler with a variable volume type of air handler and add Variable Air Volume (VAV) boxes in the spaces for better control and added efficiency. Recalibrate, repair or replace all space thermostats. Implement DDC control for added savings and remove all pneumatic controls. Verify the air filters MERV rating for the spaces this unit serves. VAV Boxes - Connect and test the DDC system, be sure to include the VAV boxes into the controls Exhaust Fans Repair or replace any exhaust fan that does not operate in the area that is served by AHU 2 and 8. ii. Implement a control strategy to provide a scheduling capability for the exhaust fans that can be scheduled for added savings. Heat Pumps Implement a DDC control strategy. Install individual control valves for the perimeter radiation to provide individual room control to increase comfort to areas served by AHU 2 and 8. Cabinet Unit Heaters/Unit Heaters Repair or replace the bad cabinet unit heaters and unit heaters that are not operating or operating all the time in the areas of AHU 2 and 8. Install electronic control valves and DDC space temperature sensors and implement an efficient DDC control strategy for units 2 and 8.
