Site work for a water / sewer project in Fort Wayne, Indiana. Completed plans call for site work for a water / sewer project.

Work for which bids will be received includes furnishing all labor, materials, and equipment for reconstruction of the above regulated drain as follows: Contractor shall install approximately 2,648+/- lineal feet (LF) of new 30 HDPE Dual Wall pipe, 1,522+/- lineal feet (LF) of new 30 Class III RCP, 20+/- lineal feet (L.F.) of new 24 HDPE Dual Wall Pipe, and 10+/- lineal feet (LF) of new 12 HDPE Dual Wall pipe along with 9 new 60 manhole structures, 5 new 48 manhole structures, 1 new 72 manhole structure, and all appurtenances as shown in the Surveyor s construction plans. The contractor shall connect any private lateral pipe encountered during installation of new pipes. The Contractor shall use pipe laser and laser level while installing pipe and structures to conform to Surveyor s construction plan grades and inverts. In addition to this base bid, the Allen County Surveyor s Office is also bidding the upstream portion of this project as an OPTION B . OPTION B involves the contractor installing approximately 2,026+/- lineal feet (LF) of new 24 HDPE Dual Wall pipe, 40+/- lineal feet (LF) of 24 Class III RCP, 2265+/- lineal (LF) of new 18 HDPE Dual Wall pipe, and 34+/- lineal feet (LF) of 18 Class III RCP along with 1 new 60 manhole structures, 14 new 48 manhole structures, and all appurtenances as shown in the Surveyor s construction plans. All pipes shown on the Surveyor s construction plans shall be installed using a pipe laser. Project also requires 2,200 cubic yards off-site spoil removal. Disposal sites are subject to Allen County Surveyor s Office review and approval. More details are available in the contract documents. Substantial completion shall occur by September 1, 2026. Qualified Bidders must prequalify with State of Indiana, per IC 4-13.6-4-2.5, IC 36-1-12, and IC 5-16-13. Contractor prequalification is required prior to bid opening for local unit projects of $300,000 or more. Prequalification information, application, and Contractor list can be found at online Eighty percent (80%) of reconstruction costs shall be paid by Allen County Commissioners with funds from the American Rescue Plan Act of 2021 (ARPA). The remaining twenty percent (20%) shall be paid from General Drain Improvement Fund, which shall be repaid with watershed parcel assessments. No bid will be considered unless submitted on printed bid forms included in contract documents on file with ACSO. Incomplete bid submissions will result in bid disqualification. Each bidder shall deposit a CERTIFIED CHECK or BID BOND payable to Allen County Drainage Board with sufficient sureties and will be conditioned on bidder executing a contract in accordance with submitted bid if accepted by the Board and must provide for the forfeiture of five percent (5%) of the amount of the bid upon bidder failure to do so. Successful bidder shall be prepared to provide PERFORMANCE, GUARANTY, and PAYMENT BONDS payable to Allen County Drainage Board, in an amount not less than 100% of Contractor s bid, and with a corporate surety licensed to do business in the State of Indiana. Bonds shall be conditioned upon faithful performance of contract and payment of all expenses and damages incurred under the contract, including payment to all subcontractors, laborers, and suppliers, and one year warranty after work is completed and accepted. Subcontractors must be approved by Board. The Board reserves the right to reject Contractors and Subcontractors with substandard work history. No bid will be accepted from, or contract awarded to any person, firm, or corporation that is in arrears to any Department, Board, or Elected Official of Allen County, Indiana; has failed to execute in whole or in part in a satisfactory manner any contract with the County; or is a defaulter as to surety or otherwise upon any obligation to Allen County, Indiana. The Board reserves the right to reject any and all bids, to waive any and all formalities to negotiate terms with the successful bidder and the right to disregard all nonconforming, non-responsive or conditional bids, if rejection or waiver is in the best interest of the project. ***Document Note: Electronic contract documents (Flash Drive) are also available for a non-refundable fee of FIVE DOLLARS & 00 CENTS ($5.00).The Contractor is responsible for printing documents from electronic media that must be submitted with the contract bid package. All contractors must register with the Allen County Surveyor s Office prior to submission of bid. The Board will not be responsible for full or partial sets of contract documents obtained from any other source. No updates will be provided unless Contractor is registered with the Allen County Surveyor s Office.
