Site work for a power facility in Bourne, Massachusetts. Working plans call for site work for a power facility.

An organized site visit will be held in early- or mid-December 2025. The exact dates will be announced when the solicitation is posted. Pre-bid site visits will be held over two days between 9:00 AM ET and 2:00 PM ET. Each interested offeror will be allowed a maximum of six personnel to attend and will only be permitted to enter the Restricted Area (RA) during assigned times. Carpooling is strongly advised. Each offeror will be permitted to drive up to two vehicles past the security check point. Each assigned time will allow for 60 minutes of escorted access within RA. There is no physical address available; however, participants may use the below GPS address to the Market Basket grocery store located directly across the street from the CCSFS entrance: 1 Factory Outlet Road Bourne, MA 02532 Attendees must present a valid form of identification. Upon arrival, attendees will: Check in at the security checkpoint; a Security Forces team member will verify identification with provided information. Proceed up the hill to the base (1/4 mile). Park vehicle in the designated parking area. Proceed to a USACE representative to check-in. Site Restrictions During Pre-Bid Site Visit: No photography is permitted. Do not park in any undesignated areas or block thru traffic. No congregating in areas except in/around Light House Building (Gazebo area is OK). Limited availability of restrooms on base. Offerors will be expected to comply with the requirements set forth in the attached Site Security Requirements. All offerors entering the RA are subject to a background investigation. The U.S. Army Corps of Engineers, New England District intends to issue an unrestricted fixed-firm price contract for construction services of a Power Generation Microgrid at Cape Cod Space Force Station (CCSFS). The project includes integrating a battery energy storage system with an existing wind turbine, meeting Tier IV redundancy criteria for mission critical systems, upgrading protective barriers against High Altitude Electromagnetic Pulse (HEMP) events, replacing all facility systems in the onsite power generation plant, providing new backup power assets with enhanced microgrid controls, and installing electrical duct banks throughout the site. The final microgrid configuration will incorporate new equipment such as diesel-powered generators, uninterrupted power supplies, and critical/non-critical power distribution resources into a cohesive control scheme to ensure prolonged mission reliability. Construction must be precisely phased to minimize disruption to ongoing operations in restricted areas with enhanced security protocols.
