All questions pertaining to this RFP shall be submitted using the City of Newport Beach web portal, using the "Q&A" tab within this solicitation. The City of Newport Beach ("City") is seeking proposals from qualified proposers interested in providing an assessment of potential environmental impacts of a project known as Back Bay Landing and Bayside Village Marina Improvement Project and prepare the required environmental documents in compliance with the California Environmental Quality Act (CEQA). An EIR was prepared and certified for a project known as the Back Bay Landing project in 2014. This project involved various legislative and administrative approvals for the future development of a mixed-use bayfront village. The EIR only considered landside improvements and did not consider any improvements within the bay and marina. The proposed project involves changes which will require preparation of a supplemental EIR due to the involvement of new significant project components and potential environmental effects. The objective of this Request for Proposals ("RFP") solicitation is to identify the highest-qualified proposer to provide these services over the course of a proposed one (1) year contract term with an option to extend for two (2) additional one (1) year renewals. The City reserves the right to make multiple awards if doing so serves in the best interest of the City. Final contract terms, including compensation and length of the agreement are subject to final City and/or City Council approval. BACKGROUND The City was incorporated September 1, 1906 and the current City Charter was adopted in 1954. The City operates under a Council-Manager form of government. The City is located in the County of Orange and serves a population of approximately 83,000 people. The City covers an area land of approximately 26 square miles, with an additional 25.5 square miles of ocean, bay, and harbor waters. The project site is located in Upper Newport Bay (Bay) in the City of Newport Beach (City). The following is a basic description of the anticipated work program components. The ultimate scope of work for the Project's EIR will be incorporated into the contract and will be negotiated between the City and the selected consultant. Prospective consultants are encouraged to suggest changes to the Scope of Work outlined in this RFP (as a part of the proposal) if the suggested changes better accomplish and complement the Scope of Work.
