Site work and paving for a mixed-use development in East Chicago, Indiana. Completed plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.
Questions regarding this RFPQ should be submitted in writing via email to Julio Arichavala at jarichavala@eastchicago.com. The City may, in its sole discretion, respond to submitted questions. All responses to submitted questions will be made available in written format to the Offerors via email upon an Offerors request for the same City of East Chicago, Indiana will receive bids for the Splash Pad at Washington Park East Chicago, Indiana, all in accordance with the Contract Documents, Construction Schedule, and Specifications. This project is the 2nd phase of a two-phase project involving the removal of the pool, pool decking, and piping under phase 1. This project is the second phase and involves the construction of a splash pad over the old pool site. The Project involves the development, construction, operation, and transfer of the Washington Park Splash Pad, and the procurement of FFE (furniture, fixtures, and equipment) for the Project. The specific scope of the Project and City funding will be subject to final negotiations with Offerors. The City currently contemplates that the Project will include: Washington Park Splash Pad - Design and construction of a splash pad at Washington Park that includes but is not limited to, concrete construction, installation of various water features of several sizes, the splash pad piping and drainage systems, all while ensuring ADA compliance. Building Interior - Equip the building's interior with the necessary equipment and piping to ensure the splash pad operates efficiently and effectively. All related site work for construction of the Project, including but not limited to onsite utilities, hardscape/landscape, street access, site security, etc. This project constitutes the second phase of improvements at Washington Park, following the Washington Park Pool Demolition Project. Upon completion of Phase 1, all concrete and accessories associated with the pool and surrounding walking areas will be removed, and the site will be graded to ensure proper drainage. The construction entrance from 144th Street will remain accessible for use in this phase. Additionally, existing infrastructure such as light poles, foundations, conduit, and the perimeter fence will remain through phase 1. All pool piping will be cut 10 feet from the building, with these locations clearly flagged. Interior elements, including pool pumps, filters, and associated piping, will be entirely removed before Phase 2 begins. The work shall consist of site grading, concrete sidewalk, splash pad construction, and all other work necessary for a complete project and as included in the Construction Schedule and Specifications for the Washington Park Splash Pad Project. The Proposal must be made on the forms provided in the Contract Documents. Each bid shall be accompanied by a cashier's or certified check, drawn on an acceptable bank, or an acceptable bidder's bond, in an amount not less than five percent (5%) of the total amount of the bid, payable to the City of East Chicago, Indiana. The bidder to whom a contract for work is awarded will be required to furnish a Performance Bond and Payment Bond executed on the specified forms and acceptable to the City, in the amount of one hundred percent (100%) of the Contract Amount. The Bidder (proposer) must supply all the information required by the bid proposal form. Liquidated damages for delay will be as provided in the Bid Proposal. Work hours will be as provided in the Technical Specifications. Partial payment will be made monthly based on an approved payment requisition. The Contractor and all subcontractors will be required to comply with required Federal and State labor regulations including Equal Employment Opportunity, E-Verify, Non-segregated Facilities, and Affirmative Action requirements as well as East Chicago City Ordinances 05-0019, the Equal Opportunity Ordinance Amendment, and 05-0020, the Local Hiring Ordinance. The City of East Chicago, Indiana, reserves the right to reject any and all proposals or parts there-of and to waive all responsibility for irregularities in bids. Bids may be held by the City of East Chicago, Indiana, for a period of not to exceed sixty (60) days from the date of the opening of the bids for the purpose of reviewing the bids and the investigation of the qualifications of bidders, prior to awarding of the Contract. Contractors and Subcontractors are required to pay not less than the common construction wage as determined by the United States Department of Labor under the Davis-Bacon and related acts for work done in Lake County. Contractors submitting a bid for City construction projects must subscribe to the Indiana Plan and a joint apprenticeship and training program for that project if their bid is accepted and provide proof of same before any payments are made. Fifty (50%) percent of the contractor's workforce in each initial craft will be comprised of residents of the City of East Chicago participating in the Indiana Plan, whenever possible.
