Napa County's Public Works Department is issuing this Request for Proposal (RFP) for obtaining services to perform all work related to moving the Napa County Department of Corrections Facility's employee contents, files, supplies, kitchen perishables/dry goods and other miscellaneous items from the existing Napa County Corrections Facility located at 1125 Third Street, Napa CA 94559 to the new location of the Napa County Replacement Detention Facility located at 2210 Napa-Vallejo Hwy., Napa CA 94559. additional site visit note: If the job walk consists of multiple locations, the sign- in/sign-out process will take place at each location. Any bidder representative wishing to participate in the walkthrough must complete a background check form (Attachment C). Completed forms can be emailed to Nate.Galambos@countyofnapa.org and received no later than Monday, October 14, 2024 @ 5pm. PDF scans need to be clear and readable, or it may be rejected. Question Deadline 10/29/2024 at 5:00 PM PT Questions about this RFP shall be submitted via email to Nate.Galambos@countyofnapa.org The current Napa County Correctional Facility will be relocating to a new facility approximately 2 miles away. The current facility is located at 1125 Third Street, Napa CA 94559. The new location for the Napa County Replacement Detention Facility will be located at 2210 Napa- Vallejo Hwy., Napa CA 94559. Prior to the move, the new facility will have installed new furniture (offices, workstations & common areas), shelving, desk monitors, monitor arms & wall mounted monitors; no existing furniture or large kitchen appliances will be moved. All content will be moved and placed by the sourced vendor prior to the arrival of the inmates. Moving services will include: a. Furnish and deliver all clean-up bins & packing materials i. Moving crates will be used for the mechanical shop & kitchen packing only; O&I boxes will be used for individual office contents ii. Determination of counts will be decided during the mandatory walkthrough b. c. d. e. f. g. h. i. Packing assistance of: o Kitchen perishables & dry goods o Kitchen small wares, e.g. utensils, pots, trays, etc. o Inmate supplies, including shoes, clothing, mattresses, towels, etc. o Mechanical shop, including tools, hardware, machinery, etc. Removal of computer monitor boxes and trash at destination Physical move, anticipated to occur over 5 business days Removal & disposal of clean-up bins, as needed, and leftover packing materials at origin Unpacking assistance Fine tuning at destination Post move support Two post-move crate & box pick-ups Questions regarding the scope will be addressed during the mandatory walkthrough on October 22, 2024. The Moving Company aka Mover(s) selected from this RFP will provide the skills, experience, knowledge, judgement, staffing, equipment, vehicles, crates, and other materials and supplies to provide all moving services described herein for a project of this magnitude and intensity. See Attachment G for detailed Move Plan and Attachment H for rates & pricing matrix. Please return Attachment H - Pricing Matrix, in hard copy as part of your submission AND an emailed copy, in a live Excel format, to Nate.Galambos@countyofnapa.org. 1. MEETINGS: Moving Company aka Mover(s) Project Manager and/or Primary Leads will attend up to (16) hours of Meetings or Walk-Throughs with Move Management and/or the PW-092401 13 Project Team through the course of the Contract, beginning six weeks prior to the first Move. Additional walk-throughs by the Moving Company in the typical course of their work shall be conducted outside of these meetings. The (16) estimated hours of meetings/walk throughs, does not include drive time. As part of your proposal response, please identify who your project manager will be. 2. CLEAN-UP BINS: Movers shall supplement the Department Clean-up activity with additional disposal containers in the form of 12 open-top or speed-pack bins on dollies. Bins will be delivered (4) weeks prior to the move in designated areas and be replaced weekly until their removal after the move. All Bins must remain on dollies at all times while on the Client property. Mover shall be responsible for all fees to transport for recycle or otherwise properly dispose of contents in addition to all above requests. 2. MOVE LABELS: Move Labels will be provided by the Move Management Consultant directly to County employees via Move Captains. Movers do not need to provide labels nor include them in their pricing. 3. MOVE PACKING SUPPLIES: Movers will provide a supply of pre-approved environmentally friendly packing materials (not bubble-wrap) and white paper for packing items needing some protection with delivery of moving crates to each location. Mover to estimate the types and quantities of supplies in RFP Response. 4. MOVE CRATES: Approximately (4) weeks prior to the move, Movers will deliver the requested quantity of Crates/dollies to pre-determined locations. Movers will stack empty Crates no higher than (10) tall, each stack on a dolly, to allow easy access to individual employees. Provide one dolly for every four Crates. Movers will be responsible for all renting, supervising, and managing all aspects of crates, gathering, deliveries, and pick-ups. Movers will gather crates from 2210 Napa-Vallejo Hwy., Napa CA 94559 beginning on the First Day of Business (FDOB) and two additional sweep and remove dates. Efforts will be made to have crates rented for no more than 6 weeks in total. Movers will arrange and supervise pick-up and delivery of the crates. 5. BUILDING PROTECTION: Movers are to follow instructions/schedule outlined for Origins and Destination in Attachment G - Move Plan. Building protection includes floors, walls and elevators, and corner guards throughout the origin & destination thoroughfares. Protection is to be completely removed from origin and destination locations prior to the First Day of Business (FDOB). All refuse generated by the Move must be removed from the site prior to the FDOB, and not include use of any Contractor or building debris boxes. Mover will be back charged for using site debris boxes. Visions Management will provide a floor plan showing where all building protection should be placed. 6. EQUIPMENT DISCONNECT & RECONNECT: This will not be a part of the moving services requirements. Internal IT or an outside vendor will be responsible for these activities. PW-092401 14 7. COMPLETE MOVE: Move will be deemed complete when all tagged items have been neatly delivered to their tagged destination, Building Protection has been removed, a walk-through with representatives from Napa County and the Move Management Consultant at both sites has occurred, and the site is ready for Post-Move and FDOB. This may include assistance with delivering Welcome Packets to every desk. 8. POST-MOVE SUPPORT: Movers will provide staff according to each Move Plan to assist with Post-Move support on the FDOB. Duties will include gathering Crates as they empty, picking up empty boxes and any other debris generated from the move. 9. CRATE & BOX PICK-UP: The mover will schedule 2 final pickups for empty moving boxes & crates. Specific dates are TBD. 10. MISC: a. Movers will be required to work onsite for a minimum of 6.5 hours daily, during normal business hours of M-F and between 8am - 5pm b. No phones or cameras are allowed into any facility c. No pictures of the interior or exterior of any of the facilities are allowed d. All crew must be in company uniform representing the mover's company e. The moving vendor will provide a consistent pre-approved crew each day. No substitutes will be allowed without prior notification and Livescan background checks completed and approved by County Corrections. f. It is the responsibility of the awarded vendor to have each crew member undergo a Live Scan at least 7 days prior to coming onsite and provide proof of clear results. Appointments for Live Scans can be arranged through the Sheriff's Office. The cost of such will be the responsibility of the selected move vendor
