Introduction: The City of Grand Ledge is requesting sealed bid proposals for tree and brush removal at the Willis Industrial Park. Stumps are to be removed for trees over 6" Diameter at Breast Height (DBH). Trees and brush under 6" DBH are to be ground even with soil level. Tree and brush removal in Area 1 is adjacent to a flagged and regulated wetland, labeled Wetland A. Attachment B is map showing Area 1, including the flagged and regulated wetland A is attached. No trees or brush are to be removed in Area 1 that is located within regulated wetland A. Trees, brush and stumps are to be removed from the site and disposed of in accordance with applicable law or ground into mulch. Where stumps are removed, the contractor will backfill any holes with topsoil to grade. A second wetland, labeled Wetland B is not regulated. Tree, brush, and stump removal in Wetland B is part of the Area 1 work. Remove trees and brush identified in Area 2 and Area 3 in Attachment B. Trees including stumps (for trees in excess of 6" DBH) are to be removed from the site and disposed of in accordance with applicable law or ground to mulch. Where stumps are removed, the contractor will backfill any holes with topsoil to grade. Grind brush and trees less than 6" DBH level with ground. Work is to be completed by January 31, 2025. The Willis Industrial Park is located in the northern part of the City of Grand Ledge, east of M-100 and south of Eaton Hwy. The site can be accessed from Winstanley Road off M-100 or from Comet Drive off Eaton Hwy. The City of Grand Ledge does not guarantee a minimum value of the contract. Companies with demonstrated experience with removing trees and brush from environmentally sensitive areas and have an interest in making their services available to the City of Grand Ledge are invited to respond to the RFP. The submitted proposals will be used as a basis for awarding work. The bid price shall not include an allowance for State Sales Taxes or Federal Excise Tax. The city, upon request, will provide the successful bidder(s) with properly executed tax exemption certificates or tax exemption numbers. All other taxes required by law shall be paid by the successful Contractor(s). Any proposal may be withdrawn or modified by written request, provided such request is received by the city at the above address prior to the date and time established for receipt of proposals. Proposals not so withdrawn shall constitute a firm offer to provide the services contained therein and shall remain firm for acceptance for sixty (60) days. The cost of preparing a response to this RFP, including site visits, is the Contractor's sole responsibility and will not be reimbursed by the City of Grand Ledge. The city reserves the right to reject any or all proposals, to award the contract(s) to other than the low bidder, to accept any or all alternatives, to waive irregularities and/or informalities and, in general, to make the award in any manner deemed by it, in its sole discretion, to be in the best interest of the owner.
