The Sacramento Metropolitan Fire District (hereinafter referred to as Metro Fire or the District) is soliciting proposals from qualified firms (Contractor) to provide construction management services in support of the District's Vineyard Springs Fire Station project (Project), being delivered as a design-bid-build project. Qualified firms shall be licensed architects, registered engineers, or licensed general contractors. The Scope of Work shall generally include both pre-construction phase and construction phase activities including design review, constructability and cost estimating, bidding process support, construction administration, and labor compliance monitoring, as more fully outlined in Section 7.0 of the RFP document. Prior to submitting a proposal, Contractors are advised to carefully read this RFP in its entirety. 1.2. Background Metro Fire is an independent special district formed in 2000 with a mission to provide professional and compassionate protection, education, and service to the community. Metro Fire is the largest fire/Emergency Medical Services (EMS) agency in Sacramento County, serving a population of over 720,000 in 23 distinct communities over its 359 square mile jurisdiction, which includes large portions of unincorporated Sacramento County, the cities of Citrus Heights and Rancho Cordova, and a small area of Placer County. In 2003, Metro Fire's Board of Directors authorized the purchase of real property located at 8101 Bradshaw Road in Sacramento as the intended site for a future fire station. In 2013, the District's Growth Analysis identified the number and location of new fire stations that will be required to serve greenfield development areas. The analysis anticipated that the Project will serve portions of the Vineyard Springs, Florin-Vineyard Gap, and North Vineyard Station plan areas in southern Sacramento County. In 2022, the District determined that it was necessary to move forward with the development of the Project in order to meet adopted standards and service level objectives. The Project includes a 10,067 SF one-story fire station with three (3) apparatus bays and eight (8) dormitories, a storage/truck wash building, emergency standby power, civil and utility sitework, and other related items, developed on a 4.77-acre site. The Project is currently moving through the County of Sacramento's planning application process and the design effort is now at 50% completion of construction documents.
