Location :Montgomery County, TX The Project consists of rehabilitating and replacing retail wastewater infrastructure inclusive of manholes and segments of small diameter gravity main assets. All laborers and mechanics employed by contractors and subcontractors on projects funded directly by or assisted in whole or in part by and through the Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. The Department of Labor provides all pertinent information related to compliance with labor standards, including prevailing wage rates and instructions for reporting. Due to the specialized nature of the construction, the experience and qualifications of Bidders will be evaluated by the OWNER prior to the opening of Bids. Only those Bids submitted by Bidders determined by the OWNER to be qualified will be considered. Bids received from Bidders who are not prequalified will be returned Bids shall be accompanied by a cashier's or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to WOODLANDS WATER AGENCY. The successful bidder must furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Project State to act as surety, or other surety or sureties acceptable to the Owner Bids must remain in effect for 90 days after the bid opening date. Within 90 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project. The WOODLANDS WATER AGENCY reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the WOODLANDS WATER AGENCY, and to reject nonconforming, nonresponsive, or conditional bids.
