This is a Sources Sought Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Savannah District is issuing the sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for civil works construction. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541330 with a size standard of $25.5 Million. The potential magnitude for this requirement is estimated between$100,000. and $250,000. in accordance with FAR 36.204 (f). Background The Clemson Diversion Dams are high hazard potential embankment dams located on Hartwell Lake in the town of Clemson, South Carolina. The dams are part of the Hartwell Dam and Lake Project. They were constructed to prevent Hartwell Lake from inundating portions of Clemson University, a public land-grant research university currently enrolling approximately 26,000 students each year. The components of the project are three embankments and a pump station, which removes interior drainage from the university by pumping it into Hartwell Lake. The three embankment dams are named the Clemson Upper Diversion Dam, Clemson Lower Diversion Dam, and the Clemson Lower Diversion Dam Saddle Dike. The Clemson Dam Discharge Pipe Project is along the Lower Diversion Dam along the western edge of the dike (see attachment Table 2). Borings will be obtained over water, so it will require a drill rig mounted on a spud barge or other floating platform. Daily transport to and from the drilling platform will be by boat. Assignment This scope of work (SOW) consists of SPT/core borings within Lake Hartwell along the western side of the Lower Diversion Dam as shown in attachment Table 3. This investigation requires drilling equipment and platforms that can perform drilling in water with depths up to 40-ft. The drilling program consists of 8 over water borings. Borings will be acquired by Standard Penetration Test (SPT) and HQ rock coring boring methods at locations shown on attachment Table 1. Borings 5, 7, 11 and 12 will require 10' of HQ diameter rock coring. The remaining borings will be terminated at the top of competent rock. The SPT method will be used to sample subsurface soils using a 1-3/8 inch ID split-spoon sampler. The predominant soil types expected to be encountered are residual (ML, SM) type soils and weathered rock. Split-spoon sampling taken at 5-ft intervals to a depth of 20 feet. After 20 feet, augers will be advanced into competent rock. A removable center pilot bit (stinger) can then be inserted into the cutting shoe to prevent soil infiltration into the augers during advancement to each subsequent sampling interval. The hollow stem auger will serve as the drilling casing to contain the water necessary for rock coring activities. A wire-line rock core bit will then be used to core 10 feet into competent bedrock. Water pressure will be monitored via a floating needle pressure valve throughout the coring process. The center pilot bit shall be removed, and bentonite pellets will then be tremied down-hole and saturated to form a seal at the bottom of the augers. Standard penetration tests and sampling will be performed in accordance with ASTM D1586 (Standard Test Method for Penetration Test and Split-Barrel Sampling of Soils). The soil samples will be placed in quart jars for subsequent lab testing. Sample jars will be equipped with moisture tight screw caps. All material retrieved in the borings shall be stored in core boxes and labeled. Unconsolidated material shall be put in plastic jars. Each split- spoon sampler will be labeled and photographed per the Section C of the base contract for inclusion in the final data report. Selected rock samples will be wrapped in preparation for geotechnical analyses. Contractor must provide daily transportation for Government Geologist to/from drill rig from dry land. Rights of Entry Government will arrange for site access and obtain keys to all gates prior to site mobilization. Schedule Work is estimated to begin in November 2024 and be completed by December 2024.
