All bids must meet and/or exceed the requirements contained herein: The Town is seeking bids for a Contractor who is knowledgeable and has a proven track record to conduct a condition assessment through camera footage of all sewer main lines and all lateral connections (from clean out to main) that will also need to be flushed and camera footage. Per Town Policy P17-03 The Town is responsible for maintenance, repair and/or replacements of said sewer lines from the property lines, where reasonably determined, to the main line. The property owner will be responsible for maintenance, repair and/or of said sewer lines from the property line to the structure. The Town is establishing a master plan for future sewer relining projects. The intent of this project is to document any root blockages, structural integrity and failure, cracks or puncture in the pipes, corrosion, uneven or unaligned pipes, excessive grease build-up, hidden leaks, bellied sections, root growth, damaged or crushed pipes, leaking joints, misaligned pipes, failing pipes, flaws, etc. in our sewer lines. The Contractor shall be responsible for addressing all environmental, scheduling, and regulatory issues. The Contractor shall notify the Town of the scheduled dates and where the Contractor intends to begin work. There is no guarantee that all the sewer mains, lateral connections, (clean out to the main sewer line are clear for the passage of the camera set-up therefore the equipment, tools, and the methods for securing the passage of the camera are to be at the discretion of the Contractor. The contractor shall be responsible for pre-cleaning of the blocked or dirty sanitary sewer lines / mains if necessary. Required services must include the following: - Flushing all main sewer lines, lateral connections from clean out to sewer main to include high-pressure water jetting (hydro-jetting) to clear any debris, grease, or buildup that may obstruct the lines. - Inspecting lateral connections. Contractor must ensure camera inspection includes lateral lines branching from the main sewer to individual properties. - Provide a detailed process of how you will inspect and document the condition of the sewer lines and laterals (e.g., video footage, condition reports, GIS mapping if necessary). - Specify the type of camera system (push cameras, crawler cameras, etc.) that will be used for both mainlines and laterals. Choose technology that fits the pipe diameters and access points. - Consider the jetting equipment for pipe flushing, specifying if it includes rotating nozzles, root cutting tools, etc., depending on the condition of the Town's lines. - Provide the Town with a detailed report of the findings. MISCELLANEOUS INFORMATION o The Town of Emmitsburg reserves the right to accept or reject any and/or all bids and to waive any informalities or irregularities in the bidding process. o The RFP creates no obligation on the part of the Town to award a contract or to compensate the proposer for any costs incurred during the proposal presentation, response, submission, presentation, or oral interviews (if requested/held). The Town reserves the right to award a contract based upon proposals received without further discussion or negotiation.
