Reference Number 0000279621 Question Acceptance Deadline 2024/10/21 02:00:00 PM MDT This Request for Prequalification (PRQ) is directed at qualified and experienced Environmental Health and Safety Consulting firms specializing in asbestos management. The selected consultants will provide professional and objective third-party consulting services to the University, taking into account applicable legislation, industry best practices and technical expertise. Services will pertain to renovation and/or maintenance projects of existing facilities The University of Calgary was established in 1966 and asbestos-containing building materials remains a legacy that requires special attention allowing for safe and functional facilities. To maintain its commitment to public health and safety, the University performs inspections and surveys of its buildings to determine the presence of asbestos and the deployment of appropriate management procedures. The University's Department of Capital Maintenance Renewal (CMR) is responsible for managing annual funding to assist with the maintenance of capital assets. This maintenance includes repairs, upgrades and renewal of building systems and major building components. It also includes minor functional renovations and upgrades to facilities in order to meet program delivery needs. The University has its own internal team to coordinate and manage all asbestos-related activities on all campuses. Integral to this process is the role of Asbestos Coordinator. The University's Asbestos Coordinator (working towards the institutions Asbestos Management Plan) organizes and directs multiple projects of varying size and scope working with the University's Environmental Health and Safety (EHS) Department and the Project Management Department (PMO). To augment and round out this internal team, a third-party Asbestos Inspection Consultant with industry specific knowledge and technical expertise is required. These services may be required outside of normal business hours during the night and/or on weekends and wherever the process demands. The University requests proposal submissions from qualified and experienced Environmental Health and Safety Consulting firms to provide third-party asbestos consulting services for all University of Calgary facilities. The work may consist of (but not be limited to) the following scope(s): 1) Provide building inspections and condition assessment reports of all University facilities, as requested. Provide reports outlining the findings and recommendations. 2) Provide consulting services for all asbestos-related activities on campus, including any insight to anticipated changes to legislation and/or best practices. 3) Consulting services should include but not be limited to site reviews, bulk material sampling, assistance with the abatement scope of work (based on project scope and sampling results), and asbestos abatement budget estimates. 4) Collaborate with the Asbestos Coordinator to assist with communication plans and strategies for stakeholder information sessions and meetings in response to specific projects and accidental disturbances. 5) Collaborate with the Asbestos Coordinator to provide support to the External Abatement Contractors. This includes after-hours advice, suggestions and problem-solving during abatement projects. 6) Assess the abatement worksite prior to project start to ensure compliance with regulations and provide recommendations related to asbestos control measures. 7) Provide air monitoring and site inspection services in response to all University related asbestos abatement activities, as defined by applicable legislation, industry best practice and University expectations. 8) Provide final air clearance reports following the completion of moderate and high risk abatement activities.
