1. This market research notice is being conducted by the Network Contracting Office (NCO) 17 VHA Regional Procurement Office-West (RPOW) 5441 Babcock Rd. San Antonio TX, 78229 for the installation of surgical monitor including the routing of cabling and routers to allow communication between monitor and existing medical system. The Government intends to solely negotiate with Stryker Communications. 2. Background and Requirement: The contractor shall provide video integration installation services for Stryker medical system located in GI Operating Room 4 at the VA Medical Center located in Dallas, TX and VA Outpatient Clinic located in Fort Worth, TX which are part of the VA North Texas Healthcare System (VANTHCS). The contractor shall provide all required services and equipment needed including infection control barriers, HEPA filters, tacky mats, routers, and finish work regarding renovating GI OR 4 space. All services performed shall be in accordance with the original equipment manufacturer (OEM) specifications. Field service engineers and/or technical support specialists must be licensed or contracted with the OEM to work on the equipment. All updates and upgrades must be approved and certified by the OEM. Reference below for the required services: Services: GI OR 4 Renovation/Video Integration Service Provided: Project management Infection control Debris cleaning Electrical services and equipment Finish work (patch and paint walls, etc.) 3. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Due to technical issues, please allow additional time if you re using electronic means. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 17 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for the award. Also, the prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller to the Department of Veterans Affairs for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall follow the OEM terms and conditions. Interested parties are encouraged to furnish information by email only in Response to this Intent to Sole Source. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contracting Specialist, Janice Malbon. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement. 4.
