Bid date notes: Notice is hereby given that The Metropolitan St. Louis Sewer District will receive sealed bids for Hampton Hall 1525 Storm Sewer Repair (IR) under Letting No. 13788-015.1 at its office, 2350 Market Street, St. Louis, MO 63103, ll electronic bids must be posted to the online under the project's "Submit Bids" tab prior to the 01:00 PM bid deadline. No bids will be accepted after the 01:00 PM bid deadline The envelope is to be identified with Hampton Hall 1525 Storm Sewer Repair (IR), 13788-015.1, along with the Bidder's name and address. Electronic "bid", "bond" and "good faith effort" must be submitted as separate PDF's with this "name" on the file. If the Bid is sent by mail or any other courier type service, the sealed envelope shall be enclosed in a separate mailing envelope with the notation "SEALED BID ENCLOSED, ATTENTION: Stacey Hunter, Purchasing Department", on the face thereof. Bids may, however, be withdrawn prior to the opening of the first bid. BIDS WILL BE PUBLICLY OPENED AND READ IMMEDIATELY AFTER THE BID DUE DATE/TIME AT 2350 MARKET STREET. Bids will be received only from companies that are prequalified by the District's Engineering Department for Sewer Construction. The Bid Proposal shall be prepared on a Proposal Form, provided by the District, in accordance with Section 2.3, FORM OF PROPOSAL of the General Project Specifications. Bids not submitted on District provided forms will be rejected. The proposal shall be accompanied by a certified check or cashier's check on a bank or trust company in St. Louis County or in the City of St. Louis or by a bidder's bond, for an amount not less than five (5%) percent of the bid amount as bid security to the District. The work to be done under this contract consists of the construction of approximately 72 lineal feet of pipe sewers, varying in size from 15-inch to 21-inch in diameter, and appurtenances to be constructed in an area located south of Interstate 64 and east of Clarkson Road, in the City of Chesterfield, Missouri. The Engineers Opinion of Probable Cost for this project is $287,000 If, within twenty-four (24) hours after bids are opened, any bidder files a duly signed, written notice with the Executive Director along with supporting documents that demonstrates to the reasonable satisfaction of the District that there was a material and substantial mistake (other than judgment) in the preparation of its bid, that bidder may be allowed to withdraw its bid and the bid security will be retumed. If this project is re-bid, that bidder will be disqualified from further bidding on this project. If a supplier or contractor protests a Purchasing action taken by the District, the District Protest Procedure will be followed. An award protest must be submitted in writing and must be received by the District within ten (10) business days after the date of issuance of the notice of award. A protest submitted after the tenth (10th) business day period shall not be considered. Prevailing rates of pay shall be paid to skilled and unskilled labor. The District reserves the right to reject any and all bids, offers or proposals submitted, to accept the proposal that it deems to be to its best interest, or to advertise for new bids. The District reserves the right to defer the acceptance of any proposal and the award and execution of a contract for a period not exceeding ninety (90) days after the date of opening the bids. The successful bidder, whose proposal has been accepted, shall sign the Contract in duplicate, and return the signed documents within fifteen (15) days after the date of their receipt. At the same time the successful bidder shall also file with the District two (2) copies of both a Contract Bond for one hundred (100%) percent of the contract amount, and an acceptable Certificate of Insurance and Insurance Binder or policy for the required insurance coverage. The Contractor shall commence work within ten (10) days after the date of written notice from the District to begin and shall complete all work within one hundred twenty (120) calendar days after the expiration of such ten (10) day period. If the Contractor does not comply with the foregoing without a written, District approved explanation he may be removed from the list of eligible bidders for future District construction projects until further notice. Payments will be made in cash on monthly estimates, less previous amounts paid, less five (5%) percent retained. A final payment will be made as detailed in the contract agreement. The successful bidder and contractor will be furnished without cost, not more than one (1) set of plans and specifications for the project. If more are requested, additional sets will be furnished upon payment of the stated charges for plans and specifications. Any plans and specifications required for permits by a municipality or other public agency will be furnished by the District. Plans and Specification are NOT available for purchase at MSD. All bidders must obtain a set of plans and specifications in order to submit a bid in the name of the entity submitting the bid The Metropolitan St. Louis Sewer District (District) has established subcontractor goals for Building Construction (21% MBE and 10% WBE) and Non-Building Construction (10% MBE and 10% WBE) in the amount of $50,000 or more. Workforce goal requirements of 37% Minority, 11% Women, and 46% Apprentice (when applicable) apply to contracts in the amount of $500,000 or more. The requirements are further explained in the attached Business Diversity Utilization and Workforce Program document.
