Purpose: The intent of this bid is to obtain competitive pricing for the replacement of boundary fencing at the Tenoroc Public Use Area (PUA)., per the specifications contained herein. Only responsive and responsible Contractors will be considered for award of this Invitation to Bid (ITB). Responsive: To be responsive, a bid must constitute a definite, firm, unqualified and unconditional offer to meet all of the material terms of this ITB. Material terms are those that could affect the price, quantity, quality, or delivery. Also included as material terms are those which are clearly identified in this ITB and which, for reasons of policy, must be complied with at risk of bid rejection for non-responsiveness. The Commission reserves the right to reject any and all bids and to waive any minor irregularity in the submissions received in response to this ITB. The Commission reserves the right to consider all information, whether submitted or otherwise, to determine responsiveness and responsibility and to reject bids accordingly. The project sites are located in various areas on the perimeter of the Tenoroc PUA. This project is intended to maintain the integrity of the boundary fence system. 1. GENERAL INFORMATION/REQUIREMENTS 1.1. The total project will focus on 5-strand barbed-wire fences as identified by FWC on Tenoroc PUA located in Polk County (Maps 1 & 2) during the current fiscal year. The focus of fence removal/replacement will be on boundary area units. Final fence removal/replacement locations will be determined based on funding availability. 1.2. Approximately 2.95 miles of existing 5-strand barbed-wire fence has been identified to be replaced. Additional fencing areas may be identified if the funding allows. 1.3. No minimum amount of work is guaranteed under this Contract. The FWC reserves the right to task more or less services based on the bid prices received, budgetary concerns, and/or other factors of this nature. 1.4. Prior to fence removal or replacement, the Contractor and the FWC Project Manager will visit and discuss the project area, the goals of the operation, specific situations to avoid, and the execution of the project. FWC reserves the right to change the removal and replacement locations if the ground is or becomes saturated. The Project Manager or designee will meet periodically throughout the duration of the project to discuss any necessary adjustments the Contractor may need to make on an as-needed basis. 2.1. The Contractor shall provide all materials, labor, equipment, vehicles, and such miscellaneous items as necessary to complete all operations in accordance with the specifications contained herein. 2.2. The Contractor shall install 5-strand barbed-wire fence at locations where fences were removed by the Contractor. Special attention to placement of raised posts where post were removed and shall be the responsibility of the Contractor. 2.3. Old fencing removal and disposal will be the responsibility of the Contractor. 2.4. The Contractor shall not dispose of removed fencing materials on the Tenoroc PUA. 2.5. Figures 1 and 2 depict specifications for corner braces, in-line braces, and barbed-wire line fence to be removed/disposed and raised. 2.6. The Contractor shall notify the FWC Project Manager at least two (2) days prior to entering the work site 2.7. Initial project location will be approximately 2.95 miles, identified in Map 2. Additional locations will be determined by the Project Manager, dependent on funding. The Contactor shall consult with the Project Manager or designee when each location is complete. Map 2 provides a guide for areas. 2.8. The initial services must be completed by June 15, 2025, and final invoicing will be submitted no later than June 30, 2025. 2.9. Partial Payment will not be provided for any work less than 0.25 miles. Partial payment will be provided when old fencing is removed and disposed of and when new fencing is installed. 2.10. Work will be conducted primarily during dry months (January, February, March, and April) but could occur at other times if the Project Manager or designee and Contractor agree.
