The Dain City area in the City of Welland has a reported history of flooding and drainage issues due to its flat topography and poorly draining soils as well as the lack of effective stormwater drainage infrastructure. These factors along with the increased severity of storms due to climate change have increased stormwater inflow and infiltration into the wastewater collection system which has contributed to surface and basement flooding. Improvements to the existing infrastructure in Dain City are required to address drainage and sewer system deficiencies. Therefore, the Corporation of the City of Welland (City) is requesting proposals from qualified and experienced Consultants to undertake the requirements of a Municipal Class Environmental Assessment Schedule A/A+ design (to be confirmed) for various Dain City Infrastructure Improvements. A brief overview of the proposed project work has been summarized below: Road reconstruction from a rural cross section to an urban cross section where feasible; New concrete sidewalk pending review of proposed cross section design; Preliminary design of a new sanitary sewer collection system in the project area; Preliminary design of a new storm sewer collection system in the project area; Preliminary design of a new watermain distribution system in the project area; Creation of a multi-phase, multi-year implementation plan; and Detailed design and tender preparation for the first phase of the implementation plan.
