1. PURPOSE Antrim County is requesting Requests for Proposals (RFP) for architecture and engineering (A/E) services for the construction of a Public Safety Center (the Center). The project will be funded in part through a construction bond proposal that is on the November 5, 2024 ballot. The project in its entirety will include architectural design, engineering, construction, construction management, and equipment. The site selected by the Board of Commissioners for the Center is directly adjacent to downtown Bellaire. The majority of the Center will be constructed on land that is currently owned by Antrim County. The formal process to vacate a portion of right-of-way for the remainder of the property is underway. Based on multiple needs assessments, the County anticipates a 32,000 square foot facility that includes: a) 56 inmate beds b) Sheriff's road patrol, detectives, and administration c) Evidence room d) Flexible and secure programming spaces e) Community training space that can also serve as an Emergency Operations Center f) 911 Dispatch Center g) Emergency Management It is the County's goal to begin site work in the fall of 2025, with the bulk of the construction to take place in 2026. Target move-in date is the spring of 2027. 2.3 Anticipated Timeline 2024 Deadline for receipt of questions..................................November 1 Public posting by County of responses to questions.................November 5 First round of interviews..........................................November 20-22 & 25-26 All interviews will be completed no later than.....................December 6 Contract award by Board of Commissioners...........................December 19 IMPORTANT NOTE: if the Public Safety Center Bond Proposal is not approved by Antrim County voters on November 5, 2024, this Request for Proposals will be withdrawn. GENERAL SCOPE OF WORK After selection, Antrim County will execute a contract with the Architecture/Engineer to provide A/E services for the project. The project will be done in collaboration with a Construction Manager (CM) of the Board of Commissioner's choosing. The A/E and CM firms, together with the County, will work to design, estimate, and build the project under the project's maximum $32.5 million budget, which includes site work, construction, technology, the necessary furniture, fixtures, and equipment costs, contingency, and the cost of the current jail's demolition. The selected A/E firm will provide the project's design work for architecture and landscaping. The selected A/E firm will also provide engineering work which will include at a minimum the following disciplines: structural, civil, mechanical, and electrical. The A/E firm will also be responsible for working with the county's IT Director to ensure that the County's information technology systems function efficiently in the Center. SUBMITTAL REQUIREMENTS A/E services will be chosen in large part on a firm's experience with similarly-sized jails and other relevant qualifications. Submittals should be prepared simply, providing a concise description of the firm's ability to meet Antrim County's requirements. Submittals must include: General Information a) Firm's legal name, address, telephone number, and principal contact email address. b) Principal(s) of the firm and their experience and qualifications. c) Name of the firm's Surety Company, a contact person at that company, and a statement of the firm's current bonding capacity. d) Certificate of general liability insurance. e) Proof of Insurance Certificate for workers' compensation. Note: if items d) and e) are not provided in the submittal, they must be provided before the County will negotiate a contract. Firm Experience f) Describe the firm's relevant A/E experience, with particular emphasis on design of projects similar to the proposed Center. g) Describe the firm's experience working with the Michigan Dept. of Corrections. h) Include location and scope of similar projects, original budget, total construction cost, exterior photo of completed project, and owner contact information. i) Describe the firm's experience working with Construction Managers and how those Construction Managers were hired. j) Describe the firm's current work activities and how these will be coordinated with Antrim County's project. k) Describe the firm's anticipated availability during the term of the project. l) Include a minimum of three references that have knowledge of the firm's recent performance on projects as similar as possible to the proposed Center. Include the company name, location where services were provided, contact person(s), contact telephone number, contact email address, and a complete description of services provided, including dates of service. The County reserves the right to use any information or additional references deemed necessary to establish the ability of the firm to perform the contract. Project Team Experience & Qualifications m) Include organization chart of anticipated project team. n) Include education and resumes for main members of anticipated project team. o) Briefly describe each project team member's role in the project. p) List all subcontractors and their disciplines that your firm expects to use in this project. Project Approach and Timeline q) Describe your firm's approach to jail design and if/how that approach has evolved. r) Describe your firm's methodology for ensuring that staffing efficiency in the Center would be maximized. s) Provide a work plan and target dates. Target dates must meet the County's goal as noted in Section 1) Purpose. t) Describe your firm's traditional fee structure. u) Describe and list the fee structure your firm proposes for this project. The above list is intended to indicate some of the anticipated qualifications. Antrim County reserves the right to use additional qualifications. EVALUATION CRITERIA / SELECTION PROCESS Each submittal will be reviewed by Antrim County. Finalists will be invited for an in-person interview. Additional information, including preliminary cost proposals and firm financial statements, may be requested. The selected candidate may be chosen based either on scoringbased criteria or through a discussion-based consensus. Once a candidate is selected, payment and contract terms will be negotiated, which will encompass the entire agreement of the parties and will supersede all previous understandings and agreements between the parties, whether oral or written. The Board of Commissioners reserves the right to select an alternate finalist if a final contract is unable to be negotiated. ACCEPTANCE & REJECTION OF SUBMITTALS The A/E firm chosen by Antrim County shall not discriminate against any worker, employee, or applicant for employment because of race, color, religion, height, weight, marital status, national origin, ancestry, sex, age, (except where requirements as to age is based upon a bona fide occupational qualification), or disability (that is unrelated to the individual's ability to perform duties of a particular job or position) pursuant to 1976 PA 453, as amended, MCL 37.2101 et seq. (Elliot-Larsen Civil Rights Act). The County of Antrim reserves the right to accept and/or reject any and all submittals, to waive any irregularity in a submittal, and to accept the submittals which, in the opinion of the Board of Commissioners, is in the best interest of the County. It is the Board's intention to award all work to a single firm. However, the Board also reserves the right to award only a portion of the work. PRELIMINARY MEETINGS Antrim County will not host or require a pre-qualification meeting. If time permits, the County will meet with firms to answer questions related to the project, provided that: o Meetings occur between the hours of 9 am and 4 pm. o Meetings do not involve breakfast, lunch, or any other benefit to county employees. o Meetings are kept to under 45 minutes. o Other firms are not discussed. Requests by firms to meet prior to the submittal deadline will be handled on a first come, first serve basis and are not guaranteed. REVIEW / ADDENDUMS Prospective candidates shall carefully review this RFP for defects and questionable or objectionable matter. Comments concerning such matters must be made in writing and received by Jeremy Scott, Antrim County Administrator, at countyadmin@antrimcountymi.gov or PO Box 187, Bellaire, MI 49615. Telephone conversations are not considered official and must be confirmed in writing by the interested party. A response addendum listing all questions received and the County's responses will be posted by November 5, 2024 on the County's Center-specific webpage (TinyURL.com/AntrimPSC). It is the responsibility of each firm to check the website if they are interested in the questions received and the responses provided by the County. In no event shall any official, officer, employees, or agent of Antrim County be in any way personally liable or responsible for any covenant or agreement herein contained whether expressed or implied, not for any statement, representation, or warranty made therein or in any connection with the agreements. DISCLOSURE OF PROPOSAL CONTENTS All material submitted becomes the property of Antrim County and may be returned only at the County's option. Information contained in the proposals will be disclosed and discussed during the evaluation process. All information included in a submittal will be held in confidence prior to the deadline. Trade secrets and other proprietary data contained in proposals may be held confidential if the request is made in writing that the County does so, and the information is eligible for exclusion under Michigan's Freedom of Information Act. Material considered confidential must be clearly identified and a brief statement that sets out the reason for confidentiality must be included. CONFLICT OF INTEREST All submitting firms shall disclose any possible conflict of interest, and if so, the nature of the conflict. The County reserves the right to cancel the award or disqualify any candidate if an undisclosed conflict could either give the appearance of a conflict or cause speculations as to the objectivity of the project. The County's determination regarding any question of conflict of interest shall be final. PREPARATION COSTS The County is not responsible for any costs associated with the preparation, submittal, presentation of a submittal, or for any costs associated with finalist interviews. ARBITRATION The selected candidate will enter into an agreement wherein all claims and disputes arising will be settled by binding arbitration in the State of Michigan. The arbitration shall be conducted on a confidential basis. Any decision or award as a result of any such arbitration proceeding shall be in writing and shall provide an explanation for all conclusions of law and fact and shall include the assessment of costs, expenses, and reasonable attorney fees. Any such arbitration shall be conducted by an arbitrator experienced in similar matters and shall include a written record of the arbitration hearing. An award of arbitration may be confirmed in a court of competent jurisdiction.
