The Lower Township Municipal Utilities Authority (LTMUA) will receive proposals from qualified firms to contract for a full-service water storage tank asset management and maintenance program pursuant to the New Jersey Water Supply Services Public-Private Contracting Act, N.J.S.A. 58:26-19, et., seq., relative to a full-service water storage tank asset management plan. Respondents to the Request for Proposals (RFP) shall include the complete painting and repair of each water tank identified as well as providing for the long-term full-service maintenance and management of four (4) potable water storage facilities as identified within this Request For Proposals (RFP). Prospective contractors will be required to comply with the anti-discrimination laws of the State of New Jersey; in particular, with the requirements of Chapter 127 of P.L.1975. The statutory language required by N.J.S.A. 10:2-1 and N.J.S.A. 10:5-33 shall be incorporated into the subject contract. Contractors will be required to comply with the requirements of N.J.S.A. 10:5-31, et. seq. and N.J.A.C. 17:27 (Contract Compliance and Affirmative Action for Public Contracts). The statutory and regulatory language of those statutes and administrative regulations shall be incorporated into the specifications and the contract with the successful contractor. The LTMUA reserves the right to waive formalities in any proposal, and to reject any or all proposals in whole or in part with or without cause and/or to accept the proposal that in its sole judgment will be in the best interest of irrespective of cost. The LTMUA specifically reserves the right to reject any conditional proposal and will normally reject those which make it impossible to determine the intent of the proposal. This RFPis not a bid, the lowest cost proposal may not necessarily be chosen as the best solution for the long-term requirements of the LTMUA. A contract will be awarded after a complete review and agreement of the Board of the LTMUA as well as approval by the Board of Public Utilities, NJ Local Finance Board and the NJ Division of Local Government Services. Bid date notes: Proposals shall be submitted in duplicate, one hard copy and one digital copy (PDF) and enclosed in a sealed envelope plainly marked with the identity of the contract, Proposal for Full -- Service Water Storage Tank Asset Management and Maintenance Plan, and the envelope shall contain the name and address of the prospective contractor. Proposals should be mailed or delivered to be received no later than the above noted time and date. The method of Contractor Selection has not been Determined at this time.
