The Village is a non-home rule municipality operating under a board-manager form of government. According to the 2020 U.S. Census, the population was 6,705. The Village offers a full range of services to its residents and currently provides water to 2,527 metered accounts. The water and sewer utilities are accounted for and reported as an enterprise fund of the Village. The fund is financed and operated in a manner similar to private business enterprises where the intent of the Village is that the cost (including depreciation) of providing water and sewer services to the general public on a continuing basis be financed or recovered primarily through user charges. 2. Existing Water System The Village's sole water source is Lake Michigan. Potable water is delivered from the Lake County Public Water District treatment plant. Existing water meters to be replaced are primarily read manually using touch-read and water accounts are billed quarterly. Residential service sizes range from 3/4-inch to 1.5-inch, commercial service sizes range from 3/4 -inch to 3-inch, and municipal service sizes range from 1-inch to 2-inch. Existing meters have been installed over the past five decades, with Sensus iPERL meters installed beginning in the past decade and Sensus OMNI meters installed for all services 2-inch and larger beginning in 2010. Other meters exist within the Village from a variety of meter manufacturers. The Village's intention is to replace these other existing meters with Sensus iPERL and Sensus OMNI meters and to install Sensus SmartPoint transmitiers, hereinafter referred to as "SmartPoints", for all metered accounts. The Village currently does not have any SmartPoints. The Village currently uses MSI soOware for billing and will use Sensus FlexNet AMI System for asset management. B. Water Meter Replacement Program Introduction The meters and SmartPoints shall be installed under this contract with the intent to replace approximately 2,500 meters ranging from 3/4-inch to 3-inch and install SmartPoints over a three-year phased installation plan for substantial completion and final completion from the execution of this contract. As part of a separate contract, the Village of Winthrop Harbor will procure approximately 2,500 Sensus Smart Water Meters ranging in size from 3/4-inch to 1 1/2-inch and Sensus SmartPoint communication modules from Sensus (hereinafter referred to as "Vendor"). The Proposer shall not be responsible for procurement of meters or transmitters and will receive all meters and SmartPoints for installation from the Village of Winthrop Harbor as described below. In addition to the procurement of meters and SmartPoints, the Village is also under contract with the Vendor to install a Tower Gateway Basestation (TGB) to collect data from meters and SmartPoints and purchasing a license for Sensus Analytics data management planorm. Additionally, the Village is under contract with Baxter & Woodman, Inc. to provide GIS services to the Village If the above mentioned TGB and associated functions are not in operation by the commencement of installations, the proposer shall install meters programmed to read in a walk-by mode, to be automatically switched to AMI mode once the TGB is installed and operational. The water meter and SmartPoint installations are to be distributed throughout the duration of the contract, with meters installed between May 1 and August 31 in 2025, in 2026, and in 2027. All constraints/limitations associated thereto will be the responsibility of the successful Proposer to manage in order to deliver a "turnkey" project within the awarded schedule of prices. The target is to begin installation in May of 2025 and complete 100% of the water meter replacements outlined in this RFP by the August 31, 2027 Any inquiries or requests for clarification shall be directed to Mark Siefert at 815-444-4482 or at msiefert@baxterwoodman.com no later than October 16, 2024 by 3:00 PM Central Daylight Time. All addenda will be issued via e-mail to all Proposers. No clarification will be provided verbally, either in person or over the telephone, and no one other than Mark Siefert is authorized to provide clarification via email on behalf of the Village Submissions must be received . No consideration will be given to proposals received after the stated date and time. The proposal shall include all requested information, forms, certifications, and addendum acknowledgements(if applicable) in each copy in order to be considered responsive. Withdrawal of Proposals No proposal shall be withdrawn after the opening of any proposal without the consent of the Village. Any proposal may be withdrawn at any time prior to the time fixed in this document for the opening of proposals provided that a request in writing executed by the Proposer or duly authorized representative for the withdrawal of such proposal is filed with the Village prior to the time specified for the opening of proposals.
