Site work and renovation of a water / sewer project in Linden, New Jersey. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The work includes the furnishing of all labor, material and equipment necessary or required to complete all work set forth in these Specifications and shown on the Plans and consists of concrete and masonry work; installation of associated electrical equipment; installation of flood barrier planks and flood proof personnel doors; conduit and pipe penetration waterproofing; and floor drain inline backwater valves. Broken Stone 100 CY 19 Seal Conduit and Pipe Penetrations LS 20 Floor Drain Inline Backwater Valve 2 UN 21 Submersible Pumps LS 22 Electrical Site Work LS 23 Excavating, Filling and Grading LS 24 Contract Closeout Documentation FP Bids must be made on the standard Proposal form in the manner designated therein and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Linden Roselle Sewerage Authority, and must be accompanied by a Certified Check, Bid Bond or Cashier's Check drawn to the order of the Linden Roselle Sewerage Authority for ten percent (10%)of the total amount bid, provided said security need not be more than $20,000.00. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance and Maintenance Bond upon the award of contract. Surety Bonds must be written by surety companies listed on Department circular 570 in accordance with N.J.A.C. 7:22-3.17(g) The signed Proposal forms and bid security must be delivered to the place and on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned within three days after awarding and signing of the contract and approval of the Contractor's Performance Bond, Saturday, Sundays and Holidays excepted. This contract or subcontract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Infrastructure Bank. Neither the State of New Jersey, the New Jersey Infrastructure Bank nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10 [N.J.A.C.7:22-3.17(d)]. The Contractor shall pay the higher of the State or Federal wage rates. The contractor (subcontractor) shall comply with the provisions of N.J.S.A. 10:5-2.1 et seq., N.J.S.A. 58:11B-26, N.J.A.C. 17:27 et seq. and N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SED). Successful bidder shall also comply with SED Utilization Plan prepared by the OWNER. [N.J.A.C. 7:22-3.17(g) Bidders shall be required to comply with the requirements of N.J.S.A. 52:32-44 (Business Registration Act); and N.J.S.A.34:11-56 et seq. (Public Works Contractor Registration Act). N.J.A.C. 7:22-3.17(a)24, 4.17(a)24, 6.17(a)24 and 7:22A-2.4(a) provide that a goal of not less than 10 percent be established for the award of contracts to small business concerns owned and controlled by one or more socially and economically disadvantaged individuals. The goal of 10 percent applies to the total amount of all contracts for building, materials and equipment, or services (including planning, design and building related activities) for a construction project. At a minimum, Linden Roselle Sewerage Authority has identified that the SED utilization goal for this project will be set at 10 percent. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24,the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9 Awards will be made only to socially and economically disadvantaged business concerns that are certified by the New Jersey Commerce, Economic Growth and Tourism Commission, the New Jersey Department of Transportation, the Port Authority of New York and New Jersey, New Jersey Transit or other agencies deemed appropriate by the Office as eligible minority businesses or female businesses. The invitation to bid is on an unrestricted basis whereby the successful bidder must fulfill the SED utilization requirements. This contract is subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et. seq. Bidders are required to comply with the requirements of N.J.S.A.10:5-31 et seq. and N.J.A.C. 17:27, Affirmative Action Regulations. This contract is subject to U.S. Department of Housing and Urban Development, Community Development Block Grant Program Regulations, and Federal Lab or Standards Provisions. Sealed bids for this project are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et seq. The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Linden Roselle Sewerage Authority is the lowest responsible bidder and to waive such informalities as may be permitted by law.
