The Government is not seeking pricing or offers. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. Draft specifications are subject to change. This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. A solicitation is not currently available. This market research is to gain knowledge of the interest, capabilities, and qualifications of interested firms. Responses to this Sources Sought will shape the acquisition strategy in developing a competitive requirement. The Department of Veterans Affairs, VISN 20, in support of Portland VA Healthcare System Vancouver Campus, Vancouver, WA, is currently conducting market research for a construction contract to determine the existence of viable sources capable of providing construction services. Description of Services: VA Portland HCS seeks a contractor to provide all labor, materials, equipment, commissioning, supervision, and all other resources necessary to perform services required for the following work: Providing roof top units with minor ductwork associated specialties for warehouse to comply with requirements. Replacing Exhaust Fan EF-7. Provide new curb base of sufficient height and level for level mounting of fan. Replacing Exhaust Fan EF-4 control panel. Providing DDC control system for air handlers to include monitoring of exhaust systems statuses to allow sequences for controlled building relative pressurization. Providing HVAC unit for room A-103. Replacing AHU-1 (3,000 CFM) with properly sized unit capable of controlling temperature humidity conditions to comply with requirements for a drug cache. Replacing (1) 10-ton old package York heat pump (1985) on roof serving printing shop room 8100-A. New heat pump to have humidity control. Replace AHU-3 (33,000 CFM) and AHU-4 (7,100 CFM). Period of Performance: The intended contract period of performance is for 120 calendar days after receipt of notice to proceed. Estimated Magnitude: The estimated magnitude for this project is between $5,000,000 and $10,000,000. NAICS Code: Sources are being sought for firms with a North American Industry Classification System (NAICS) code of 238220 - Plumbing, Heating, and Air Conditioning, PSC N045 and a with a Small Business Size Standard of $19 million (January 2022 standards). NAICS code 238220 is on the list of codes for Women Owned Small Businesses (WOSB), Small Business, 8(a), Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, HUBZone, and Indian Small Business Economic Enterprise (ISBEE). Small Business contractor sources are highly encouraged to respond to this Sources Sought notice. Responses: Responses should include the following information and shall not exceed a total of 10 (ten) pages. Please provide the following information: Contact information: Name, address, SAM.gov UEI number, and points of contact with telephone numbers and e-mail addresses. Business Size/Classification (based on NAICS 238220): Please indicate the business size and classification of your company. Any/all additional designations as Small Business, HUBZone, Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), or Indian Small Business Economic Enterprise (ISBEE) shall be clearly indicated in the submission. Capabilities Statement: Description of capabilities to perform construction as described above and project experience demonstrating relevant experience similar to those described in the principal components of work. Time: Based on the specifications, location, and scale, please estimate the total project time in days. Products: Identify the product country of manufacture and provide lead time estimates. Past Performance/experience: Provide contracts of similar scopes of work or construction contracts. Briefly describe no more than three (3) contracts (or specific task orders) completed within the past five years of the issue date of this Sources Sought notice. The past performance information shall include project title, location, general description of the construction to demonstrate relevance to the proposed project, the Offerors role, dollar value of contract, and the name of the company, agency, or government entity for which the work was performed. If submitting past performance/experience on a project in the role of a subcontractor, include the Prime Contractor s name and a quantifiable amount (percentage) of the project your company contributed to the overall scope of work. Responses will not be returned. Telephonic responses will not be honored. No responses will be accepted by fax. If you are interested and are capable of providing the required services, please complete the Sources Sought Questionnaire and email your response to danyel.smith@va.gov no later than 4:00 p.m. PDT, September 22, 2024. After review of the responses to this announcement and if the Government still plans to proceed with this project; a separate solicitation announcement will be published on www.sam.gov. Responses to this announcement are not an adequate response to any future solicitation announcement. A SOURCES SOUGHT QUESTIONNAIRE is attached. Responses to the Questionnaire are encouraged from all interested parties. You are advised that providing responses to the questions will not automatically include you in the acquisition process for this solicitation. Please provide any additional feedback in your response that you feel is relevant. Include any comments or questions you may have.
