All interested bidders are invited to submit sealed bids to the School Attorney, Ken Elwood, who works on behalf of the Board of School Trustees of the Portage Township Schools for the following items: Waste Removal Recycling Pick Up Scope of Bid 1. The objective of this specification is to request bids for waste collection service for all rubbish, debris, etc., at designated facilities. The contract shall include all labor, materials, equipment, insurance, licenses, services, fees and permits necessary to complete the work as specified. Any restrictions regarding the types of items to be collected must be specified. (For example: biohazardous waste or asbestos containing materials.) 2. This service contract shall be effective for the period of January 01, 2025 through December 31, 2025, and may be renewed for an additional twelve-month (12) period at the same prices, terms and conditions with the mutual consent of both parties. 3. Contractor must submit a unit quote price for each building location along with a contractual price for all locations. The intent of Portage Township Schools is to award the contract to the best and overall lowest responsible and responsive bidder. Any applicable extra pick-ups or extra yardage shall be charged at the same unit quote rate. 4. The number of pick-ups listed for each pick-up frequency group (once-a week, twice-a-week, etc.) is the maximum number of scheduled pick-ups for that group. The total number of pick-ups per location may vary according to the Portage Township Schools holiday, vacation, and summer schedules and depends on the individual need for that location. Additional pick-ups may be ordered as needed per location. Portage Township Schools makes no guarantee that all of the pick-ups shown will be made. 5. Contractor shall provide Portage Township Schools with a complete monthly logbook for the total services rendered each month, plus a map and route schedule of contracted services. These materials are to be provided at no cost to Portage Township Schools. 6. It is imperative that the contractor visits each site and plans the layout of each waste container and becomes familiar with other relevant matters concerning the services to be performed. The Portage Township Schools Director of Building and Grounds must approve placement of containers. 7. Contractor shall schedule services unless otherwise directed by Portage Township Schools on problem area 8. Contractor shall be responsible for picking up and removing all debris that is dropped during the collection pickup. 9. If a dumpster is blocked by a vehicle, or other object upon arrival at a site for a scheduled pickup, driver is to contact the Building Administrator and wait a maximum of five (5) minutes for the obstruction to be removed. 10. Portage Township Schools reserves the right to increase or decrease the container size or frequency of pickup service at any location at the same rate established by this container size and pickup schedule at other locations, or to add locations as required on the same basis. This shall apply to either a permanent or temporary change. 11. All vehicles used in the collection of waste under this contract must be equipped with an enunciator type device that emits an audible warning signal, whenever the vehicle is placed in the reverse gear. 12. Should any item contained herein or the omission of any item, prevent the completion of the contract, the Contractor shall immediately notify the Portage Township Schools, Assistant Director of Finance for consideration of possible revision. Any communications regarding certificates of insurance, bonds, contracts, affidavits, payments, etc., shall be sent to the Assistant Director of Finance, Portage Township Schools, 6240 U.S. Hwy. 6, Portage, Indiana 46368. Bids shall be in accordance with the "Instructions to Bidders" and shall be properly submitted and include a non-collusion affidavit. Proposals shall be accompanied by a bid bond or certified check made payable to Portage Township Schools in an amount equal to at least five (5%) percent of the bid submitted. The Board of School Trustees reserves the right to accept or reject any bids and to waive any informalities therein.
