Freedom Drive Roadway Improvements The work to be done under this project consists of approximately 1,070 square yards of portland cement concrete reconstruction, 700 feet of combination concrete mountable curb and gutter replacement on Freedom Drive, as well as driveway improvements and various other improvements. The project also consists of approximately 240 square yards of HMA resurfacing. These improvements will be located on Freedom Drive from South Belt West to Harmony Drive in St. Clair Township near Belleville IL. COMPLETION OF IGD FORMS: Each bidder shall complete the respective forms provided by the St. Clair County Intergovernmental Grants Department (IGD) and submit with their bid proposal. Bidder is subject to non-acceptance of bid proposal should forms not be completed and submitted with the proposal. BE PARTICIPATION: Include Minority Business Enterprise (MBE) participation of fifteen percent (15%) of the awarded Community Development Block Grant (CDBG) funds to the project. Participation of a MBE is required by the US Department of Housing Participation Contractor's Agreement and submit a completed MBE Contractor Certification form reflecting the participating MBE as a subcontractor (unless a supplier) as a part of the bid proposal . AFFIRMATIVE ACTION - SECTION 3: The requirements of Section 3 of the Housing and Urban Development Act of 1968 (12 USC 1701u) are included in the IGD documentation requirements and shall be completed and submitted as a part of the bid proposal. All work shall be performed in accordance with the IDOT Standard Specifications for Road and Bridge Construction, edition in effect at the time of the bid. Each Bidder must deposit with his bid, security in the amount of not less than five percent (5%) of the Bidder's total bid price, such security being an acceptable bid bond, certified check, or cashier's check. The successful Bidder will be required to furnish a satisfactory Performance Bond in the full amount of the bid. No Bidder may withdraw his bid for a period of thirty (30) days after the actual date of the opening thereof. The St. Clair Township, Illinois, reserves the right to reject any or all bids and to waive any informalities or technicalities in the bidding . The Contractor shall coordinate construction with the ICC project 24-19124-03-RR. These projects may be constructed at the same time.
