Renovation of a residential development in Des Moines, Iowa. Completed plans call for the renovation of a residential development.

The City of Des Moines Neighborhood Services, Property Improvement Division is soliciting sealed bids from qualified vendors for property improvement on a single-family home per the terms, conditions, and specifications of this Request for Bids. Responses will be accepted through this electronic bidding system by the close date and time listed. Faxed, emailed, mailed or hand delivered responses will not be accepted. Gutter and Downspout Replacement 1.1 Replace all gutters with 5" seamless gutters. 1.2 Replace all downspouts with 3"x4" oversized downspouts. a. Each downspout must be hinged and include a 48" discharge extension. 1.3 Homeowner will be provided color options that are in-stock, ready to install and which do not increase pricing. 2 Window and Door Replacement 2.1 Replace all windows with like-style, white vinyl windows. a. Windows to be double glazed/dual pane. b. Windows must include a transferable warranty. c. Installation to include interior and exterior trim. 2.2 Replace rotting door/window trim throughout. a. Wrap all windows to match soffit/fascia with aluminum brake metal. b. Contractor must take photos of all trim prior to wrapping. c. Contractor must take photos of all trim after wrapping is complete. 2.3 Replace sliding glass door. a. Door must be fully finished, including any necessary sealant or trim and paint. b. Door must include shims, casing, jambs, knobs, weather stripping and any other related items necessary to install the new exterior door. 2.4 Replace rotted wood paneling section wall ("garden shed") next to front entrance of the garage. 2.5 Install new exterior, locking door. a. Reframe for the wall to allow for a new exterior door. b. The installed door must be an exterior, insulated door. c. The door must be fully finished, including any necessary sealant, trim and paint. d. The door must include shims, casing, jambs, knobs, weather stripping and any other related items necessary to install the new exterior door. 3 Siding Replacement 3.1 Installation of standard residential .044", double 4" polymer/vinyl siding. a. Removal of current siding down to existing sheeting. b. Inspect and verify home has current weather barrier. c. If there is no existing weather barrier, add Tyvek house wrap, or equivalent. d. If new weather barrier is installed, include 1/4 " fanfold to create a flat surface. e. Tape all seams of weather barrier for better efficiency f. Wrap all windows with window tape over any exposed flanges. g. Inspect existing flashing system and upgrade as needed. h. Install new siding in either D4, D5 or S6. 3.2 Homeowner will be provided color options that are in-stock, ready to install and which do not increase pricing. 4 Soffit/Fascia Repair and Replacement 4.1 Replace rotted fascia on the South and North sides of the garage. 4.2 Wrap all areas of soffit front and back to match windows and trim. 5 Foundation Repair 5.1 Fill minor foundation cracks. 6 Concrete Work 6.1 Replace sidewalk next to the driveway in front of the home. a. Remove and dispose of debris. b. Form, prep and pour new concrete. c. Concrete must be at least 4" deep. d. Finished sidewalk must be 3 foot, 11 inches wide. e. Backfill the area as needed, 6.2 Contractor must abide by all applicable codes and ordinances including the Metro Cold Weather Concrete Policy. 7 Deck Construction 7.1 Rebuild rooftop deck of the garage and stairway leading to the top. 7.2 Install new railings and posts in the same design as the previous deck. 7.3 Rebuild the East deck off the den leading to the sliding glass door. 7.4 Rebuild the small West deck going to the back driveway. 7.5 Building permit must be pulled and included in the price bid. 7.6 All new lumber must be treated, and any materials removed must be disposed of properly. 8 Interior Repairs 8.1 Repair and replace water damaged drywall of ceilings located in the den, basement ceiling, and upstairs bedrooms a. Texture and re-paint the room ceilings to match. b. Touch up the white paint around other discolored water spots, around corners of windows in living room, damaged ceiling in den and the kitchen ceiling as necessary. 8.2 Rebuild drywall ceiling in upstairs bedroom that is caving in. 8.3 Replace bubbled floor in upstairs bedroom. a. Remove and dispose of damaged flooring and plywood. b. Install new plywood. c. Install new carpet padding with 1/1 inch thick density. d. Install new carpet of like style, color and pile. 8.4 Replace basement ceiling. a. Remove and dispose of the old basement ceiling tiles. b. Install a new drywall ceiling and paint white. 8.5 Install new, interconnected smoke detectors and carbon monoxide detectors per code. 9 Central Air Conditioner Repairs 9.1 Replace central air conditioner system, with a properly sized unit. a. Ensure the new unit is compatible and is properly connected to the current duct system. b. Verify the current duct system is in good, working condition with no obstructions. c. Installation to include refrigerant charge, air flow, amp dray and line-set. d. Remove and dispose of the old unit. e. Replace the air conditioner evaporator coil. 9.2 Contractor must provide the homeowner with warranty information and documentation showing proper maintenance of the new system. a. Warranty must be filed in the homeowner's name. b. Maintenance documentation must include items such as cleaning/changing filters, cleaning coils and ensuring the unit remains unobstructed. 9.3 Contractor must correct any issues found during final inspection. 9.4 Contractor must hold a current Master Level License through the State of Iowa Department of Inspections, Appeals and Licensing. 10 Radon Mitigation 10.1 Install a new radon mitigation system based on the size and needs of the home. a. The Contractor must follow ANSI/AARST radon testing and mitigation standards. b. The radon mitigation system must be installed in the basement and vented above the roofline. 10.2 Complete a radon test after the mitigation system is installed to verify level is below 4 pCi/L. Provide documentation of test results to homeowner and City of Des Moines Property Improvement Inspector. a. Change and/or upgrade the design and/or system components of the radon mitigation system if the post-test indicates a radon level above 4 pCi/L. b. Payment will not occur until documentation of a test indicating the home's radon level is below 4 pCi/L is provided. 10.3 Provide written documentation of how the system operates to homeowner. 10.4 The Contractor must be a certified Radon Mitigation Installer (RMI)
