Arlington County Water Pollution Control Bureau (WPCB), is soliciting bids from qualified Contractors to establish a term contract for the provision of all necessary labor, supervision, for the Steel Piping and Elbow Fiberglass Overwrap for the Dewatering Building Scope: The contractor shall: 1. Fabricate silicon impregnated fiberglass sheets at contractor facility. This includes the following: a. Layers of 1.5-ounce chop strand mat b. Resin - Derakane 411 Signia c. Cure - MEKP d. Additive - Silicon Carbide e. Pigment - White 2. Arrive onsite and stage work areas with the scaffolding, ladders, and equipment needed to complete this project. 3. Access ladders and scaffolding to grind and sand the 4" piping and fittings to a sufficient profile to accept new fiberglass materials. This includes the following: a. 1st Floor: i. (2) 4' Long Elbow Fittings ii. Approximately 60' of Steel Piping (straight 4" piping) b. 2nd Floor: i. Approximately 50' of Steel Piping (straight 4" piping) c. 3rd Floor: i. (1) 2' Long Elbow Fitting ii. (1) 4' Long Elbow Fitting iii. (1) 6' Long Elbow Fitting iv. (2) 8' Long Elbow Fittings v. Approximately 115' of Steel Piping (straight 4" piping) d. 4th Floor: i. (2) 4' Long Elbow Fittings ii. Approximately 46' of Steel Piping (straight 4" piping) 4. Perform a pull test to determine the appropriate formula for optimal adhesion of the new fiberglass materials. 5. Apply an epoxy binding primer to the prepared steel surfaces and utilized vinyl ester putty to create smooth transitions. 6. Apply DEVCON Wear Guard to the radius elbows by method of trowel application. 7. Install new silica impregnated fiberglass materials to the primed piping and fittings. This includes the following: a. Layers of 1.5 Ounce Chop Stand Mat b. Resin - Derakane 411 Signia c. Cure - MEKP d. Additive - Silica Carbide e. Pigment - White 8. Apply a final paraffin wax topcoat to protect the new fiberglass materials and aid in the curing process. 9. Demobilize all equipment and dispose of all job-related waste in the client provided dumpster. All Contractor instructions or requests shall be issued from or submitted through the designated County Project Officer or the Project Officer's designee. All services solicited shall be discharged at the Arlington County Water Pollution Control Plant, located at 3111 S. Fern Street Arlington, VA 22202. The award will be made to the lowest responsive and responsible Bidder for the grand total of all line items. The County Will Consider Only Questions That Are Submitted at Least Two Calendar Days Before the Quick Quote Deadline Listed in the Request The County will respond to any questions and change any of the terms of the Quick Quote only by issuing an amendment to the Quick Quote. Bidders should not rely on any other representations that appear to change any portion of the solicitation. Any electronic files submitted in response to this Quick Quote must be readable using Microsoft Office (Word, Excel, PowerPoint) or Adobe PDF (Portable Document Format) products. Spreadsheets must be submitted as unprotected Excel that include all formulas, macros and computations. The acceptable format listed in the Request is the guide to submitting a Bidder response. The County reserves the right to waive this requirement at any time, for any reason.
