Reference Number 0000280042 The objective of this SOA is to provide the necessary as and when required environmental services to Base Safety and Environment (BSE) in support of the Pollution Prevention Program. The services will be provided at Department of National Defence (DND) properties throughout Nova Scotia, but will be mainly focused within the Halifax Regional Municipality. Overall SOA value is approximately $1,140,00.00 over four years. The intention is to award the SOA for two years with two additional one-year option extensions if mutually agreed. The initial contract will be awarded to one firm for an approximate value of $290,000.00 per year – a total value of $580,000.00 over the two years. Option extension years are estimated at $280,000.00 per year. The SOA scope of work is to provide, but may not be limited to, the following services: Process Improvement Monitoring – Collection and laboratory analysis of effluent samples from designated locations for select parameters. Long-Term Monitoring (LTM) - Collection and laboratory analysis of surface water and sediment samples as part of an LTM Plan to confirm conditions. Range Verification Monitoring – Collection and laboratory analysis of groundwater, surface water and sediment samples from designated locations for select parameters. Assessment of sediment and erosion control structures. Various Desktop Studies – Completion of studies related to Pollution Prevention Program optimization, contaminant source(s) determination and sample database management. It is anticipated that this solicitation will be initiated in December 2024. This is conditional on the contract receiving approval to proceed by the Department of National Defence (DND). DCC does not provide any assurances or guarantees that a sponsorship request package or a security clearance application forwarded by DCC to the CSP, PWGSC on behalf of a consultant will be successful or result in the granting of the requested security clearance(s) by the CSP, PWGSC, in a timely fashion. At all times, the processing of a sponsorship request package or a security clearance application is subject to the respective terms, conditions, and timelines of DCC’s ISP sponsorship process and the CSP, PWGSCs security clearance granting process. By applying to either of the aforementioned processes, the consultant accepts and agrees to bear any risks associated with: (i) the completeness or accuracy, or lack thereof, of its application or related documents submitted under or in connection with either said processes, and (ii) the timeliness, or lack thereof, of any processing or granting of security clearance(s) under or in connection with either said processes.
