Question Deadline 01/16/2025 at 12:00 PM CT West Harlem Water Treatment Plant Equipment Procurement (Goods) which includes a natural gas driven generator and automatic transfer switch. The Contract generally consists of furnishing and delivery of the Goods to West Harlem Treatment Plant proposed site, 290 W Harlem Ave. Monmouth IL. Buyer will furnish a construction contractor under a separate contract to perform the installation or construction for which the Goods under this Contract are being furnished and to obtain manufacturers’ field service engineer services as required. Buyer reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Buyer further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to not be responsive or responsible. Buyer may also reject the Bid of any Bidder if Buyer believes that it would not be in the best interest of the Contract or the public to make an award to that Bidder. Buyer also reserves the right to waive all informalities not involving price, time, or material changes to technical requirements, and to negotiate contract terms with the Successful Bidder. Any provisions for liquidated damages, such as those for Seller's failure to attain a Milestone, or to deliver the Goods within the Contract Times, are set forth in the Agreement Bid security in the amount of 5 percent of the Bid must accompany the Bid in accordance with the Instructions to Bidders
