Solicitation Description Project management services to manage various renovation and/or construction work. The State of Hawaii, Department of Health ("DOH"), Developmental Disabilities Division ("STATE") is seeking quotes for project management services to manage various renovation and/or construction work. The work shall include renovation, replacement, and/or installation of the following office spaces, buildings, and structures: Diamond Head Health Center located at 3627 Kilauea Avenue, Honolulu, HI, 96816 The STATE plans to renovate two (2) separate office spaces located on 1st and 4th floors. The 1st floor of the building is a basement level below the ground floor. The work includes, but not limited to, disposing of furniture and equipment, painting walls, replacing baseboards, doors, and door frames, reconfiguring data and telephone lines, reflooring, installing office door signs, and purchasing, assembling, and installing new furniture and equipment. Waimano Hale Complex located at 2201 Waimano Home Road, Pearl City, HI, 96782 The STATE plans to: 1. Renovate all office spaces in the Hale A, D, and E buildings. The work includes, but not limited to, disposing of furniture and equipment, painting walls, replacing baseboards, doors, door frames, windows, and window frames, reconfiguring data and telephone lines, reflooring, installing office door signs, kitchen sinks and cabinets, and water fountains, and purchasing, assembling, and installing new furniture and equipment. 2. Demolish the current walkway covers and replace it with new walkway covers. The STATE may install additional walkway covers. 3. Replace and/or install central and/or split air conditioning systems for Hale A, B, D, and E buildings. The CONTRACTOR shall assist the STATE with procurement activities and provide oversight of all repair, renovation, and/or construction work and the installation of new equipment and furniture. SCOPE OF SERVICES 1. PROCUREMENT ACTIVITIES The CONTRACTOR shall assist the STATE in procurement related activities which include, but are not limited to, the following: A. Complying with all rules and regulations related to procurement and construction related activities; B. Collaborating with the STATE in developing a scope of services for each repair, renovation, and/or construction project; C. Conducting site surveys and pre-bid conferences with bidders; D. Answering any and all questions from bidders in a timely manner and ensuring all answers provided are compliant with applicable rules, regulations, and ordinances; and E. Reviewing proposals and pricing and advising the STATE on the selection of a bidder in accordance with procurement rules and regulations. 2. RENOVATION AND/OR CONSTRUCTION RELATED ACTIVITIES The CONTRACTOR Shall: A. Oversee all work conducted by the awarded vendor(s); B. Serve as a liaison between all awarded vendors and the STATE by serving as the main point of contact; C. Consult with and advise the STATE to resolve all issues raised by the awarded vendor(s) in relation to the projects. This shall be done as swiftly and cost effectively as possible. These issues may include, but are not limited to: 1) Final selection of all finishes and furnishings; 2) Unforeseeable situations and issues; 3) Permitting, as necessary; 4) Budgetary issues; and 5) Project timeline. D. Notify the STATE a minimum of seventy-two (72) hours in advance of utility downtimes or shutoffs related to project activities; E. Monitor the timeline, budget, and expenditure of each project to ensure the timely completion of all work within the budget; F. Oversee the completion and closeout phase of each project which includes, but is not limited to: 1) Conducting walkthroughs with the STATE to ensure all completed work is compliant with all applicable laws, rules, and ordinances and meet the specifications and requirements specified in the contract; 2) Preparing and submitting work orders related to issues that are identified during the walkthrough to the vendor and ensuring all work is completed in a timely manner; 3) Ensuring all work including, but not limited to, restrooms, kitchens, electrical wiring, water pipes, windows, doors, and air conditioning systems are installed correctly and are in working order; 4) Ensuring all applicable paperwork and documents related to the project(s) are finalized, reviewed, and submitted and approved by the STATE; 5) Ensuring the job site is free of debris, dust, stains, dents, and scratches and are ready for move-in; and 6) Ensuring contract closing activities are completed. G. Ensure all work specified in the Contract is completed within the approved budget and timeframe; and H. Resolve vendor performance issues in consultation with the STATE.
