The Owner reserves the right to reject any all bids, to waive informalities, and to negotiate with the apparent qualified best bidder or bidders to such extent as may be necessary. No bidder may withdraw his bid for 60 days, while the Owner considers the bids. Mutually agreed upon time extensions may be made if necessary.
