INTRODUCTION The City of Bolivar, Missouri, is seeking qualified consulting firms to submit proposals for conducting a feasibility study for the design and construction of a pedestrian bridge over Hwy 13. The bridge will connect the existing Frisco Trail, which currently requires users to detour along Aldrich Road to pass under Hwy 13, creating a direct and safer crossing point. This study will evaluate potential crossing locations, conceptual designs, environmental impacts, safety considerations, and estimated costs for a 12 to 14 foot wide pedestrian bridge. PROJECT BACKGROUND The Frisco Trail is a key recreational and commuter pathway in the City of Bolivar, spanning both sides of Hwy 13. Currently, trail users must detour along Aldrich Road, cross under Hwy 13 via an existing vehicular bridge, then connect to the outer road in order to rejoin the trail. This detour adds distance and poses potential safety risks due to vehicular traffic and shared-use conditions. To enhance connectivity, safety, and accessibility, the City of Bolivar seeks to construct a 12 to 14 foot wide pedestrian bridge over Hwy 13, providing a direct and dedicated crossing for pedestrians and cyclists. The proposed bridge will serve as a key connector for the trail system and must meet applicable local, state, and federal standards. SCOPE OF WORK The scope of work for this feasibility study includes, but is not limited to, the following tasks: 1. Site Assessment and Data Collection o Evaluate current trail conditions on both sides of Hwy 13, including possible bridge crossing locations. o Assess the existing detour route along Aldrich Road and the outer road to justify the need for a direct pedestrian bridge. o Compare the safety, accessibility, and efficiency of the Aldrich Road detour with potential pedestrian bridge crossing locations. o Assess traffic volumes, highway conditions, and sightlines along Hwy 13. o Conduct topographic surveys and preliminary geotechnical evaluations, as necessary. o See attachment A for a graphic illustrating the current trail layout and detour. 2. Conceptual Design Development o Develop up to three (3) conceptual designs for a pedestrian bridge crossing over Hwy 13, with a clear width of 12-14 feet for pedestrians and cyclists. o Ensure the bridge designs eliminate the need for the Aldrich Road detour and provide a direct connection between both sides of the Frisco Trail. o Design the bridge to align seamlessly with the existing trail infrastructure on both sides of the highway. o Consider factors such as aesthetics, ADA compliance, lighting, and potential structural types (e.g., prefabricated steel, concrete, or cable-stayed). 3. Environmental and Regulatory Review o Identify potential environmental impacts and necessary permits for the bridge construction. o Conduct an assessment of federal, state, and local regulatory requirements, including coordination with the Missouri Department of Transportation (MoDOT). 4. Safety and Accessibility Analysis o Compare the safety risks of the current Aldrich Road crossing route with the proposed pedestrian bridge options. o Ensure compliance with safety standards for both pedestrians and vehicles. o Analyze how the bridge will integrate with existing trail networks and ensure universal accessibility for all users. 5. Cost Estimation and Funding Strategy o Provide detailed cost estimates for each conceptual design, including preliminary construction, materials, and long-term maintenance costs. o Identify potential funding sources, including grants or cost-sharing opportunities. 6. Public and Stakeholder Engagement o Facilitate public outreach sessions or workshops to gather input from residents and stakeholders. o Coordinate with key stakeholders, including MoDOT, adjacent property owners, and trail user groups. 7. Final Report and Recommendations o Summarize findings and recommendations in a final report to be presented to the City of Bolivar. o Provide final feasibility analysis, including preferred alternatives, cost analysis, and next steps for implementation. DELIVERABLES 1. Conceptual Designs - Up to three (3) bridge design alternatives with sketches and site layouts. 2. Cost Estimates - Preliminary cost breakdown for each design alternative. 3. Final Feasibility Report - Detailed report summarizing findings, recommendations, and next steps. 4. Public Engagement Materials - Presentation materials for public outreach meetings. PROPOSAL REQUIREMENTS Interested firms should submit a proposal that includes the following: 1. Firm's Qualifications - Describe the firm's experience with similar projects, particularly pedestrian bridges and feasibility studies. 2. Project Understanding and Approach - Provide a detailed approach to the project, including methodology and project timeline (including milestones and deadlines). 3. Project Team - Provide resumes and relevant experience of key personnel assigned to the project. 4. Cost Proposal - Include a fee structure with a breakdown of costs for each phase of the study. EVALUATION CRITERIA Proposals will be evaluated based on the following criteria: o Experience and qualifications of the firm and team members. o Understanding of the project and proposed approach. o Projected timeline. o Cost effectiveness. o Previous experience with municipal projects and regulatory compliance (MoDOT experience preferred).
