As of 11/5/24, this project has not yet been awarded. The project is expected to be awarded 12/3/24. All bids must be received at the time and date specified. No bids will be accepted after said hour. A certified check or cashier's check made payable to the order of the Borough of Hillsdale, or a duly executed bid bond in the amount of 10% of each bid, but in no case in excess of $20,000.00 must be deposited by the bidder. The Borough of Hillsdale is only responsible for forwarding addendums or clarifications to those prospective bidders who obtained specifications directly from the Borough Clerk of the Borough of Hillsdale. Successful contractor must be registered with the Division of Revenue, State of New Jersey for a Business Registration Certificate at the time of contract award. If awarded a contract, your company/firm shall be required to comply with the requirements of N.J.S.A. 10:5-31 et. seq. and N.J.A.C 17:27. The Borough Council has the right to consider bids for sixty (60) days after their receipt. The Borough reserves the right to reject any bid proposal not prepared and submitted in accordance with the provisions of N.J.S. 40A:11-1, et seq. (Local Public Contracts Law) as well as regulations set forth in the New Jersey Administrative Code and the Instructions to Bidders. Bidders are required to comply with the requirements of N.J.S. 10:5-31(Law Against Discrimination), N.J.A.C. 17:27-1 et seq. (affirmative action) as well as all other applicable laws. Bid proposals must be placed in sealed envelopes addressed to the Borough of Hillsdale, 380 Hillsdale Avenue, Hillsdale, NJ 07642 and marked clearly on the outside of the envelope, lower left-hand corner: The contract will be based on time and materials. The successful bidder shall be available twenty-four (24) hours a day, seven (7) days a week, including holidays, and shall be responsible for acquiring all necessary materials. Repairs shall be on an as-needed basis when notified by the Department of Public Works or his designated representative of the Borough of Hillsdale. The contract will be for a period of one (1) year with the option to renew for one (1) two-year term or two (2) one-year terms. The Borough of Hillsdale has the right to cancel this contract at any time by giving thirty (30) days written notice to the contractor. In the event of such cancellation, the contractor shall be entitled to receive payment for services, work performed, materials, and equipment furnished under the terms of the contract before the effective date of cancellation, but shall not be entitled to receive any damages on account of such cancellation or any further payment whatsoever. One reason for such a cancellation may be the takeover of the maintenance and repair of these traffic signals by the Borough. Question Deadline 11/04/2024 Bidders are expected to examine the specifications and related bid documents with care and observe all their requirements. Ambiguities, errors or omissions noted by bidders should be promptly reported in writing to the appropriate official. Any prospective bidder who wishes to challenge a bid specification shall file such challenges in writing with the contracting agent no less than three business days prior to the opening of the bids. No oral interpretation and or clarification of the meaning of the specifications for any goods and services will be made to any bidder. Such request shall be in writing, addressed to the owner's representative stipulated in the specification. In order to be given consideration, a written request must be received at least three (3) business days prior to the date fixed for the opening of the bid for goods and services. A Pre-Bid Conference will not be held
